Best EOR providers for lean teams hiring software engineers across Eastern Europe

A shared sprint board does not create a shared employment system. If your engineers sit in Latvia, Lithuania and Poland, someone still has to turn each offer, pay change, leave request and departure into the right local employment action. A lean People team can coordinate one process. It cannot assume one contract, payroll rule or IP clause works in all three countries.

Our pick for a small software company hiring across these three countries is Teamed when it wants local employment work taken forward without building a separate HR operation in each market. Teamed offers EOR employment in all three, publishes a zero FX markup policy for payroll conversion, and offers help establishing and operating an entity when a country grows beyond EOR. Those capabilities address the work this buyer is trying to remove. Teamed’s coverage and service terms are the starting evidence; the offer for each named engineer still needs a country-specific proposal.

Our picks by operating model

Buyer’s operating model Best starting choice Why it belongs on the shortlist
Three or four engineers, one stretched People lead, and a possible Polish team later Teamed — our pick Local contract and payroll support, practical help with employment changes, itemised costs and an entity path. The buyer can keep one central approval process while local work is handled in each country.
A platform-led employer that wants employee data, contracts and lifecycle actions in one global system Deel Its EOR, HR platform and API cover hiring, amendments, leave and offboarding workflows. Test the exact handoff from the company’s current HR system before buying the broader stack.
An IP-sensitive business that wants a documented transfer process through the legal employer Remote Remote publishes a specific IP Guard process and offers EOR employment in the three countries. It is the strongest alternative when that documented process is the deciding requirement.
A European employer retaining its existing HRIS WorkMotion It advertises EOR delivery in the three countries and named HRIS integrations. Make its country delivery model and the proposed data flow part of the demonstration.

These are buyer-fit choices, not scores from a performance test. The decisive question is who will own the next employment action after the contract is signed.

Choose the countries before the regional label

Consider a fictional UK software company with one backend engineer in Riga, one security engineer in Vilnius and one product engineer in Kraków. All three join the same product team. The company has one People lead, a current HR system and no local entity. Its head of engineering owns work allocation, code review, security access and performance decisions. The EOR must show who employs each person and who prepares, approves and records employment changes.

Latvia and Lithuania use the euro; Poland has not adopted it. Shared euro payroll in Riga and Vilnius does not make their employment rules interchangeable. In each country, establish the proposed legal employer, the engineer’s residence and right to work, contract type, leave and benefits treatment, payroll inputs, and the route for an employment change. Confirm the employer’s IP paperwork against the actual role and the company’s customer commitments.

Poland requires a sharper question. An arrangement labelled EOR may involve temporary-agency rules where a provider employs someone working under a user employer’s direction. That can change the available employment route and its duration. Ask each bidder to explain its Polish legal model for an enduring product-engineering role, identify the employing entity and say whether any agency registration or assignment limit applies. Poland’s temporary-agency legislation is the reason to ask; a provider’s global EOR label is not the answer. The existing Poland hiring guide covers the country decision in more detail.

If the plan becomes Poland only, add a local specialist such as MOTIFE to the quote round. MOTIFE specifically offers Polish EOR employment for technology teams and a separate entity operations service. A local provider may be a more focused choice for a substantial Polish engineering hub. It would not solve the Latvian and Lithuanian operations in this worked plan.

The employment and IP handoff

An EOR can prepare and sign local employment documents and run payroll. The software company still decides what the engineer builds, who may access its repositories, which customer terms apply and when the role changes. The two sides must agree how an instruction becomes a lawful employment action.

For IP, request the actual document chain: employee agreement, any separate invention or confidentiality document, the EOR-to-client rights document, and the owner who checks them before repository access. Ask how pre-existing code, side projects and later changes in duties are recorded. Teamed lists IP protection and assignment within its EOR service; Remote describes a two-step transfer through its local entity. Deel’s EOR contract workflow and WorkMotion’s contract terms give them routes to discuss, but neither a platform checkbox nor a generic IP clause proves the same result in Latvia, Lithuania and Poland. Put the country-specific documents in front of counsel before the start date.

Country-by-provider operating matrix

The matrix is for the fictional resident employees above. EOR availability is not approval of a particular person, role, work location or immigration case. Every row assumes the provider accepts the named hire after its local review. The currency shown is the employee payroll currency; the buyer’s invoice may use another currency.

Country and provider Arrangement and employee eligibility Payroll currency and employment support IP document and HR-system handover Transition option and buyer-owned work
Latvia · Teamed Advertised EOR through a Teamed-owned entity; submit the Riga role and right-to-work facts for approval. EUR; local contract, payroll and specialist support. Request the Latvian IP documents; map approved changes from the buyer’s HR system to Teamed’s employment record. Entity setup and operations offered later. Buyer owns engineering management, access and approvals.
Latvia · Remote Advertised EOR; confirm employing entity and this hire’s eligibility. EUR; onboarding specialist and ongoing local support. Request IP Guard documents; demonstrate which HR fields sync and which require approval. Remote offers payroll for buyer-owned entities. Buyer owns work direction and source records.
Latvia · Deel Advertised EOR; confirm the proposed contract and eligibility. EUR; local experts and platform workflow. Inspect the local IP clauses; demonstrate HR data, leave and amendment handoffs. Separate global-payroll product exists; map any move to direct employment. Buyer owns role and approval data.
Latvia · WorkMotion Advertises EOR through its own Latvian entity; confirm the named employing company and eligibility. EUR; local contract and payroll support. Inspect IP wording; demonstrate the proposed HRIS integration. Ask for a written EOR-to-direct-employment route. Buyer owns access and system-of-record decisions.
Lithuania · Teamed Advertised EOR through a Teamed-owned entity; approve the Vilnius role and employee facts. EUR; local contract, payroll and specialist support. Request Lithuanian IP documents; agree which system records leave and amendments. Entity service available for later growth. Buyer owns engineering and data approvals.
Lithuania · Remote Advertised EOR; confirm local employer and eligibility. EUR; onboarding and local employment support. Review IP Guard chain; test HR field mapping. Global Payroll is a separate option once the buyer owns an entity. Buyer owns manager instructions.
Lithuania · Deel Advertised EOR; confirm contract and eligibility. EUR; local experts and platform workflow. Review Lithuanian IP documents; test the leave and amendment flow. Discuss a direct-employment handover separately from EOR. Buyer owns source data and approvals.
Lithuania · WorkMotion Advertises EOR through its own Lithuanian entity; confirm the employing company and eligibility. EUR; local contract and payroll support. Review IP clauses; test the selected HRIS connection. Request transfer steps and records in writing. Buyer owns access and internal HR record.
Poland · Teamed Advertised EOR through a Teamed-owned entity; obtain the legal-model explanation for an enduring Kraków role. PLN; local contract, payroll and specialist support. Review Polish invention and rights documents; record changes in both systems. Teamed offers entity setup and operations. Buyer owns work direction and legal-model approval.
Poland · Remote Advertised EOR; establish the Polish employer and legal model for this role. PLN; onboarding and local support. Review IP Guard’s Polish documents; test HR mapping. Payroll for a buyer-owned entity is a separate product. Buyer owns assignment facts and access.
Poland · Deel Advertised EOR through a Polish entity; establish the legal model and eligibility. PLN; local experts and lifecycle workflow. Review Polish IP documents; test amendment and leave handoffs. Plan any move to direct employment separately. Buyer owns role scope and approvals.
Poland · WorkMotion Advertised EOR; confirm the named local employer and legal model because its Poland materials describe both subsidiaries and partners. PLN; Polish payroll and local guidance. Review IP clauses and HRIS handoff. Request a documented direct-employment route. Buyer owns role scope, access and system record.

The row is a procurement brief, not a substitute for an accepted offer. Teamed’s country list, Remote’s Latvia, Lithuania and Poland pages, Deel’s Latvia, Lithuania and Poland pages, and WorkMotion’s Latvia, Lithuania and Poland pages establish the advertised country services. They do not settle the documents or cutoffs for these three hires.

What happens after the first payroll?

Use three ordinary events to test the service before signing.

A pay rise: The head of engineering approves a new gross amount and effective date. The provider must say who checks local contract language, whether an amendment is needed, the payroll cutoff and who tells the engineer what changes on the payslip. Teamed’s value for this buyer is practical employment help alongside the payroll update. Deel may suit a team that wants the amendment initiated and tracked in its broader platform; its EOR workflow documentation covers amendments. Ask each finalist to show the complete handoff, not just an input screen.

A leave request: One central manager can approve project cover, but the provider must confirm the local entitlement, record the absence and carry the correct amount into payroll. The HR system needs a clear owner for the final balance. Remote publishes EOR field-mapping options; WorkMotion publishes HRIS connections. For Teamed, ask for the exact connection supported by the buyer’s current system: its integration page says a listed pairing is configured at onboarding, not proof that every field syncs automatically.

A departure: The buyer decides who loses code and customer-system access and when. The legal employer must handle the local employment process and final pay. Ask who checks unused leave, equipment, confidentiality documents and the last payslip. A provider that merely accepts the departure date leaves too much of the actual work with a one-person People team.

One budget, three local inputs

Here is a fictional planning model, not a salary benchmark, statutory-cost calculation or provider quote. It assumes monthly gross pay of €5,000 in Latvia, €6,000 in Lithuania and PLN 25,000 in Poland. Assumed employer costs and benefits are €1,250, €1,500 and PLN 6,000 respectively. For this illustration only, €1 = $1.10 and $1 = PLN 4. The buyer funds in dollars.

Monthly input Local amount Illustrative USD amount
Latvia salary plus assumed employer costs €6,250 $6,875
Lithuania salary plus assumed employer costs €7,500 $8,250
Poland salary plus assumed employer costs PLN 31,000 $7,750
Employment cost before provider fees Separate local payrolls $22,875
Teamed EOR fee at its published from $599 per employee 3 × $599 $1,797
Modelled monthly spend at that starting fee $22,875 + $1,797 $24,672

Teamed publishes a refundable deposit equal to one month of gross salary. On these assumptions that is (€11,000 × 1.10) + (PLN 25,000 ÷ 4) = $18,350. First-month employment cost plus the starting EOR fees and that deposit would require $43,022 in cash. The deposit is cash tied up, not an extra monthly expense. Obtain the actual quote, funding schedule and deposit currency before approving an offer.

For a comparison quote, People Ops Buyer’s planning method can model a 2% FX markup assumption on the $22,875 converted employment cost: $457.50 a month. That is a scenario input, not a claim that Deel, Remote or WorkMotion charges 2%, and it is separate from their management fees. Teamed states zero provider FX markup on payroll conversion; the market exchange rate can still move and a bank may charge separately. A 1% allowance for occasional fees would be $228.75 in this example, but it is a reserve for planning, not a confirmed recurring charge or an FX cost. Compare written proposals using the same currencies, employment inputs and exclusions.

A filled two-country operating calendar

This fictional November 2026 calendar uses a 25 November payday for the Latvian and Lithuanian engineers. The dates are agreed example operating deadlines, not statutory national deadlines or a provider promise. The point is to make one central rhythm work with two local approval paths.

Date Shared coordination Latvia action Lithuania action
4 Nov People lead sends approved salary, leave and expense changes to the provider. Riga manager confirms the engineer’s changes. Vilnius manager confirms the engineer’s changes.
10 Nov People lead checks open exceptions. Example local input cutoff; provider confirms any Latvian amendment and leave treatment. Lithuania inputs remain open.
12 Nov Finance receives the first payroll preview. Riga preview checked against the approved change list. Example local input cutoff; provider confirms any Lithuanian amendment and leave treatment.
17 Nov People lead resolves differences with one named owner per issue. Latvian final preview approved. Lithuanian final preview approved.
20 Nov Finance funds the agreed invoice amounts. Provider confirms Latvian funding and pay readiness. Provider confirms Lithuanian funding and pay readiness.
25 Nov People lead checks completion and logs exceptions. Engineer receives local pay and payslip. Engineer receives local pay and payslip.

If a Vilnius pay rise is approved on 13 November, this calendar does not pretend it made the 12 November cutoff. The People lead asks the provider whether a permitted off-cycle action is available or the next payroll will carry it, documents the answer, and tells the manager before any promise is made to the engineer. That is the service test: a usable local answer and an owned next action.

When the team grows

Do not set a universal headcount at which EOR becomes uneconomic. Recalculate by country when a location gains a sustained hiring plan, its own manager or a need for local contracting. Compare annual EOR fees and retained support with entity setup, payroll, accounting, governance and the employment handover. Teamed’s entity service makes it a strong shortlist choice for a buyer that expects the Polish team to grow while Latvia and Lithuania remain small. Remote’s global payroll, Deel’s payroll products and WorkMotion’s direct-hiring options deserve separate proposals if the buyer already has, or plans to form, an entity. None of those product pages alone promises that existing employment contracts transfer without local work.

For the worked company, invite Teamed and Remote to the final round. Ask both to return one Latvia–Lithuania–Poland offer pack with the named legal employers, Polish legal-model explanation, local IP documents, a pay-change example, two-country payroll calendar, full funding requirement and a later Poland-entity route. Add WorkMotion if the existing HRIS integration is a deciding requirement; add Deel if consolidating HR and contractor workflows is the intended operating model. Choose the bidder whose written pack lets the People lead approve the three hires and run the first change without becoming the local employment helpdesk.
