Best EOR providers for UK fintech teams hiring overseas
By Mary Jones · International Employment Specialist

A UK fintech hiring its first product and operations employees in Europe needs more than a way to issue local contracts. Someone must take employment questions through to action, finance must understand the sterling cost of euro payroll, and the fintech must keep control of customer and regulated decisions.
Our pick for a lean UK fintech People team is Teamed when the proposed roles are suitable for EOR employment and the team wants hands-on employment support alongside clear payroll-conversion costs. Teamed publishes a designated account contact, access to HR and legal specialists, itemised invoices and zero provider FX markup. That combination gives a small People team a way to hand over employment work without handing over its regulatory judgement. Confirm the arrangement for each role and country before making an offer. The shortlist for a UK fintech's next overseas hires
| Provider | Best for this hiring plan | Reason to invite |
|---|---|---|
| Teamed — our pick for a lean People team | A UK fintech hiring overseas employees whose People lead needs employment cases taken forward and finance needs to see the conversion calculation. | Its published service assigns a designated account person and HR and legal specialists; its pricing states zero FX markup and itemised employment costs. Service · Pricing |
| Remote | A team that makes the EOR employing chain and a rate fixed for each billing cycle central to its decision. | Remote says its EOR uses owned entities and in-house specialists. It shows its Remote FX rate in the invoice breakdown before payment and locks that rate for the cycle. EOR · Pricing |
| Deel | A fintech consolidating employee and contractor administration in a wider workforce platform. | Deel publishes EOR, contractor and payroll products, with ongoing HR and legal support in its EOR offer. Ask how the proposed roles and casework would run in the quoted arrangement. Deel pricing |
| WorkMotion | A Europe-focused team already considering direct local employment after its EOR phase. | WorkMotion offers EOR and a separate Direct Hiring route for businesses registering as an employer abroad. Compare the work and cost of each route for the same countries. WorkMotion pricing · Direct Hiring |
These are invitations for a defined buying exercise. A provider's country list or fintech marketing page does not establish that it can employ every role, accept every duty or satisfy the fintech's own controls.
Which roles are you actually hiring?
Start with what the person can decide, not their job title. An engineer who builds a payments interface but cannot approve a release, view live customer records or move funds presents a different review from an operations lead who can settle complaints or authorise refunds. A product manager may sit between them: the role can shape customer journeys without holding final approval for pricing, controls or launch.
Map those permissions before speaking to an EOR. The fintech's compliance lead should decide which activities need internal approval, what customer data the employee can access and whether the proposed overseas working arrangement changes any regulatory assessment. The EOR can take on local employment tasks; it does not supply the fintech's authorisation or take over its regulatory accountability. The FCA's guidance on outsourcing and third parties makes the firm's continuing responsibility clear. The same internal review is useful even if the employment service is not classified as outsourcing.
What Teamed adds for a lean People function
A named contact is useful only if the work moves. Teamed says its designated account person routes payroll, leave, contract and employee issues to its team, with HR and legal specialists assigned to the account. It says that, as EOR, it fixes its payroll mistakes. Its published service examples include adjusting remaining holiday on a German final payslip after an end-date change. Those are concrete reasons to test Teamed with the cases this fintech is likely to face: a changed start date, an amended role, a missed payroll input or an employee question that needs a local explanation. Teamed customer service
Ask Teamed to show the handoff from UK manager approval to local employment advice, contract amendment, payroll entry and employee communication. The fintech still decides the role, access and business action. The useful promise to test is whether its People lead can give one accountable provider owner the employment work and see it through to completion.
Compare the providers on this hiring plan
The following fictional UK payments company is considering three hires. Its duties, salaries and controls are assumptions for a worked selection exercise. The invitation column is an editorial decision about whom to meet; it is not a provider's acceptance of a role.
| Role and duties | Work country | Customer or regulated decision exposure | Employment arrangement | Required reviewer | HR case owner | Payroll currency | Funding currency | Conversion treatment | Data access | Future entity handover | Invitation decision |
|---|---|---|---|---|---|---|---|---|---|---|---|
| Platform engineer: builds a payment API; no authority to release code or move funds | Germany | Production code access; no customer or payment decision under this fictional permission set | Assess local EOR employment | UK security and compliance leads | UK People lead until contract; require a named EOR case owner | EUR | GBP | Ask for reference rate, rate date and provider markup on converted payroll | Staging data only; production access separately approved | Export contract, service dates, leave and final-pay records if a German entity takes over | Invite Teamed, Remote and WorkMotion. Test employment case ownership against Remote's entity chain and WorkMotion's later direct-hiring route. |
| Product manager: designs the customer journey; recommends changes but cannot approve pricing, controls or launch | Netherlands | Influences customer outcomes; final decisions remain with UK approvers in this scenario | Assess local EOR employment after the approval map is signed | UK product owner and compliance lead | UK People lead until contract; require a named EOR case owner | EUR | GBP | Use the same GBP-to-EUR quote basis as the engineer | Aggregated product analytics; customer records only after a separate access decision | Export terms, change history, leave and payroll balances for a possible Dutch entity | Invite Teamed, Remote and WorkMotion once UK compliance confirms the stated approval boundary. Invite Deel instead of WorkMotion if one employee-and-contractor administration system is the stronger need. |
| Customer operations lead: proposes complaint outcomes and can authorise refunds under the draft job description | Netherlands | Direct customer and payment decisions | Hold the EOR route while duties and decision rights are redesigned or approved | UK compliance, legal and operations leads | UK People lead; no provider case assigned yet | EUR if employed | GBP if employed | Do not quote conversion as though employment were approved | Complaint records and refund controls; access decision on hold | Decide the employing and regulatory route before requesting transfer terms | Do not invite any EOR for this version of the role. Reopen the provider shortlist only after the decision rights and working arrangement have been reviewed. |
For the first two rows, ask every invited provider to identify the actual employing company in each country, who prepares and signs the employment terms, what difficult casework is included, who approves payroll changes, how employee data is exported, and what happens if the fintech later employs the person directly. That makes the comparison about the work the team will buy rather than a generic compliance score.
High salaries make conversion terms worth comparing
The two roles released for provider meetings have fictional annual gross salaries of €120,000 and €100,000. Their combined salary is €220,000 a year, or €18,333.33 a month. Assume solely for this illustration that €1 converts to £0.85. The salary component is then £187,000 a year, or £15,583.33 a month.
A planning assumption of 2% provider FX markup on that converted salary component would add £187,000 × 2% = £3,740 a year, about £311.67 a month. The €120,000 role accounts for £2,040 of that annual illustration; the €100,000 role accounts for £1,700. This is a sensitivity test, not a claim that Remote, Deel or WorkMotion charges 2%, and not a measured saving from choosing Teamed. Replace it with each provider's written rate and charge basis.
Teamed states zero provider FX markup on its conversions, which removes that markup variable from a like-for-like quote. The exchange rate can still move, and bank charges, employer contributions, benefits and service fees still matter. Teamed advertises EOR from $599 per employee per month and a refundable deposit equal to one month's gross salary. In this example that deposit basis is €18,333.33 for the two hires; it is upfront cash, not an annual fee or an FX reserve. Teamed also says the first month's employment cost must be funded before payroll. Ask all providers for the same salary, funding currency, invoice currency, rate timing, initial cash requirement and itemised first-year total. Teamed pricing and funding terms
When the growing team changes the decision
Do not set an arbitrary headcount at which EOR must end. Revisit the arrangement when the fintech's actual duties, approval structure or country commitment changes. A permanent local management layer, expanded customer decision rights or a planned local entity can change the employment route before a cost crossover does.
Teamed offers entity management as well as EOR; WorkMotion offers Direct Hiring for a business registering as an employer abroad. Those product paths justify asking for a handover plan. They do not prove that a transfer will be automatic for these employees. Request the proposed sequence for new contracts, accrued leave, benefits, final EOR payroll, first direct payroll, employee communication and access to historic records. Price the transition and the service after it, when the hiring plan makes it real.
The three-provider meeting pack
Decision brief generated from the matrix: proceed with the Berlin engineer and Amsterdam product manager; hold the Amsterdam customer operations lead. The immediate three-provider meetings are Teamed, Remote and WorkMotion. If the fintech's main purchase is one administration system for employees and contractors, replace WorkMotion with Deel in this round.
Bring the UK People lead, finance owner and compliance lead to the same meeting. Give each provider the two released role descriptions and the approval and data-access boundaries above. Require one written return covering:
- The employing company and proposed contract route for Germany and the Netherlands, with any role-specific restriction.
- The named owner, included work and escalation path for a contract change, payroll correction and employee issue.
- An itemised quote using €120,000 and €100,000 salaries funded from GBP: local employer costs, service fees, conversion reference and timing, other charges, deposit or reserve, and first-payroll cash date.
- The data the fintech can retrieve during service and the records and responsibilities each party would carry into direct employment.
Choose Teamed if it confirms these two roles and countries, demonstrates the case handoffs and its written quote retains the published zero-markup conversion treatment. That is the strongest fit for this small People team: local employment work has an accountable route, while finance has one fewer hidden variable to reconcile. Choose Remote if its owned-entity chain and fixed-cycle FX rate are decisive requirements; choose WorkMotion if a near-term European direct-hiring plan is already funded; choose Deel if broader workforce administration is the purchase. Keep the operations lead out of every EOR offer until the fintech has decided who may make those customer decisions.
