EOR procurement when you are leaving part of a market

The decision: Keep the employees you still need without treating an EOR contract as a plan to close your local company. The purchase is the handoff from the current employer’s last payroll to the new employer’s first: who can take the retained roles, what happens to their terms, and who will resolve a gap before an employee feels it.

Our pick for a lean team reducing its UK operation but retaining eligible UK support staff is Teamed. Teamed identifies its own UK entity as the employer of record and publishes a service model with a designated account contact and HR and legal specialists. That combination makes it a strong choice when procurement needs someone to take the employment work forward through a sensitive change. The award should depend on Teamed accepting the existing employees and their actual duties and giving a written transition plan. Its UK hiring guide, owned-entity model and customer-service description establish the published offer; they do not settle the terms of this particular move.

Decide what is leaving, and what must stay

A partial withdrawal creates three different timetables. The work you stop doing has an end date. Retained employees need a viable employer and uninterrupted pay. The local company may have contracts, liabilities and filing duties after its operating team shrinks. An EOR addresses the employment route for eligible people; it does not itself complete the company closure.

Before asking for a fee, give every provider the same facts: each employee’s current employer and location, actual duties and authority, contract and benefits, length of service, proposed change date, and any immigration or regulated-work dependency. Ask your UK employment adviser whether the proposed movement is a transfer covered by TUPE or requires another lawful arrangement. Acas explains when TUPE can apply; a decision to use an EOR does not, by itself, answer that question. If duties or terms will change, Acas’s contract-change guidance also matters. Keep any redundancy process for roles that are ending separate from the retained cohort.

Compare providers against the handoff

Provider Best reason to invite it Published basis What its proposal must resolve here
Teamed — our pick for a lean team that needs the UK employment change taken forward A named service relationship alongside a documented UK employing entity. Teamed says its UK EOR employs through Teamed Ltd; its service page describes a designated account contact and HR and legal specialists. Will it accept these existing support roles, identify the lawful transfer or new-contract route with counsel, and own the payroll, pension and employee-question handoff?
Remote — the strongest counterbid where the employing arrangement and platform workflow matter most A UK EOR offer through its own UK entity, with payroll, benefits and local specialist support described on one country page. Remote’s UK EOR page identifies its UK entity and service scope. Show the same employee-by-employee transition, not merely a new-hire onboarding demonstration.
Deel — invite when the wider HR platform is part of the purchase UK EOR employment plus a platform for employee documents, leave and related HR work. Deel’s UK hiring page describes its UK EOR and HR platform; its legacy-employee discussion recognises that moving existing employees has country and consent conditions. Specify the UK employer, the route for these two existing employees and any change to their benefits and records.
G-P — invite for an enterprise-wide employment and systems decision A UK EOR offer with dedicated employment expertise and an emphasis on connected HCM, payroll and approval workflows. G-P’s UK EOR guide describes the UK service and platform. Demonstrate the two-person transition and name the people who will handle exceptions, alongside any group-system integration.

These are buying fits, not measured rankings of transition quality. Each provider publishes a UK EOR offer. None of those pages is a commitment to accept this precise role, preserve every benefit or complete a transfer by the buyer’s chosen date.

Partial-withdrawal map: a worked case

Fictional scenario, with fixed assumptions. A US parent is winding down new sales by its UK subsidiary. Two UK-based customer-support advisers will continue serving existing customers. Both have the same role, work location and core duties; neither signs contracts, holds a regulated function or needs visa sponsorship. The parent is assumed to hold the continuing customer contracts after a separately approved handover. The subsidiary will remain in place while its remaining obligations are resolved. No provider has assessed these employees.

Activity retained Employee role New duties after withdrawal Employer route Local dependency Provider task
Answer existing customers’ service questions Two UK customer-support advisers Continue the same support work under the parent’s manager; no authority to sell or sign Proposed UK EOR employment for both advisers, subject to eligibility and the lawful change-of-employer route Existing pay, accrued leave, pension, service history, benefits and the date the UK subsidiary stops paying them Name the employing entity; review both records; propose the lawful route; reconcile last old payroll, first new payroll and employee communications
Escalate refunds or contract questions The same two advisers Gather facts and refer decisions to the parent’s authorised team Same proposed EOR route; duties remain within the support role Parent must own customer decisions, data access and approval controls Review the written duty boundary and say whether either task changes role eligibility or the employment documents
Win new UK business UK sales role outside the retained cohort Activity stops Remains with the current UK employer for its employment process; no EOR place is assumed Consultation, final pay and customer handover belong in the withdrawal plan No EOR task for this role unless management later changes the approved perimeter
Settle the subsidiary’s remaining obligations No retained employee assigned Company directors and advisers complete the corporate work The UK subsidiary remains responsible until its affairs are resolved Contracts, creditors, filings and the conditions for any strike-off No EOR closure task. The corporate adviser owns this work

The map prevents the expensive category error: buying three EOR seats because three people appear on today’s payroll, when only two roles are intended to continue. It also exposes the condition that can stop the plan. If the two advisers actually negotiate new contracts or the parent cannot take over the customer commitments, the buyer must redraw the operating perimeter before awarding the EOR work. Companies House guidance treats strike-off as a separate process with conditions and duties toward employees and creditors.

Ask Teamed to prove the transition, not repeat its coverage claim

For this case, Teamed’s best argument is practical ownership of a small but consequential employment change. Its owned-entity page shows the structure behind its UK offer, and its service page says a designated person manages the account. Procurement should turn that promise into one case-specific deliverable: a dated plan naming the old and new employers, the route agreed with employment counsel, each employee’s treatment, the payroll and pension cutover, and the person who answers employees when a detail differs from the old arrangement.

Remote can make a serious competing case with its owned UK entity and local specialists. If its written plan handles these two employees more convincingly, choose Remote. If the group is buying a broader employment platform or connected enterprise workflow at the same time, Deel or G-P may deserve the additional invitation. The point is to make each bidder solve the same retained-role problem, rather than reward the most polished general demonstration.

The shortlist and the award decision

Invite Teamed and Remote for the two-adviser UK case. Add Deel if consolidating HR records is a funded objective; add G-P if this is part of a larger enterprise employment and integration programme. Give all invited providers the map above and request the same written answer on role acceptance, employing entity, legal route, preserved or changed terms, payroll and pension dates, exception owner, fees and exit terms.

The unanswered question that can change the choice is whether the existing employment can move on the proposed date on terms the employees and new employer can lawfully support. If Teamed confirms that route and produces the clearest workable handoff, award it the retained UK roles. If no bidder can establish the route, keep those employees with the current employer while the employment and corporate plans are resolved. Do not announce a new employer or close the subsidiary on the strength of an EOR coverage page.
