Which EOR should you shortlist when you already have an approved provider panel?

Our pick for the additional finalist is Teamed when your approved panel cannot show who will take a specific overseas employment issue through to resolution. Teamed is an employer of record (EOR) with a published model of a designated account contact, access to HR and legal specialists, and an owned UK employing entity. That combination makes it a strong specialist candidate for a procurement lead whose People team needs employment work carried forward, not another supplier name on a list. Teamed’s service model and country register support the invitation; the contract and admission review must establish what applies to your hire.
A panel-approved EOR should get the first chance to meet the need. If it can document the country arrangement, accountable case owner and service scope, use the panel. An exception is justified by an unmet task, not by a preference for a new brand.
The decision the panel record cannot make for you
Fictional example: A US company has an approved agreement with Remote and wants to employ one UK-based customer operations analyst. It has no UK entity. The role is an ordinary office-based position; the example assumes no immigration or regulated-work requirement. The People team needs the provider to issue the local contract, run payroll and take ownership when the employee raises a question that affects both leave and pay.
The procurement file confirms that Remote passed the company’s existing supplier process. It contains no current account-specific answer showing who would coordinate that combined leave-and-pay case, what the customer must do, and when the employee receives an explanation. That is a gap in this fictional buyer’s file, not a claim that Remote lacks the service. Remote publishes UK EOR availability and describes in-house HR, payroll and legal support. Ask it to complete the missing case plan before raising an exception.
For the employee, the distinction is immediate: a correctly issued contract is little comfort if a later pay question travels between the manager, People team and provider with no one responsible for closing it. For procurement, the test is equally concrete. Which supplier can commit to the work, meet the company’s admission rules and show the evidence before the start date?
The shortlist: match the invitation to the missing work
| Provider | Best reason to invite it | What decides this purchase |
|---|---|---|
| Teamed — our pick for the specialist exception | The buyer needs a designated account contact to carry an employment case forward, with HR and legal expertise available behind that contact. Teamed publishes that service model and identifies a Teamed-owned UK entity. | Confirm the UK role is eligible, the proposed legal employer, what the account contact will actually do for a leave-and-pay case, the contracted service scope and whether Teamed passes the panel’s security and legal gates. |
| Remote — the approved incumbent in this example | The buyer wants to keep the established agreement and use an EOR with UK coverage, owned entities and in-house specialists. | Request an account-specific case owner and escalation plan. If Remote meets the requirement under approved terms, there is no demonstrated need for an exception. |
| Deel | The purchase also calls for EOR employment alongside a wider HR platform: Deel describes UK EOR service and keeping time off and documents in Deel HR. | Invite it if consolidating those workflows is part of the approved requirement. Obtain the EOR-specific service schedule for the UK role. |
| G-P | The decision concerns a broader employment programme needing EOR delivery alongside HCM integration, workforce reporting and defined support. G-P describes UK EOR delivery and G-P EOR’s integrations, reporting and support. | Ask for the UK employing arrangement, who owns customer and employee support, what ongoing legal and HR support covers, and which add-ons the proposal includes. A global product description does not settle this one-hire service scope. |
This is an invitation list, not a claim that one provider has already won a service test. Public provider pages establish credible routes to evaluate. The buyer’s signed terms, country eligibility and response to the same case establish the purchase.
A completed panel-admission decision sheet
The entry below records the fictional UK analyst scenario. “Not evidenced in the file” describes the buyer’s assumed procurement record, not a supplier failure.
| Existing supplier | Unmet task | Country scope | Evidence required | Sponsor | Proposed exception |
|---|---|---|---|---|---|
| Remote, approved for EOR under the group agreement. Its UK EOR service is publicly described, but the fictional account file does not identify the owner of a combined leave-and-pay case. | Give the employee one accountable route from question to corrected record or a clear explanation; tell the People team who coordinates payroll, local employment input and the employee reply. | One ordinary customer operations analyst working in the UK. No visa or regulated duties assumed. Confirm the actual role and employing arrangement with each bidder. | First, Remote’s written case plan under the existing agreement. For Teamed, the UK legal-employer name, role eligibility, written service schedule, case-owner and backup route, sample escalation, security and data-protection evidence, itemised quote and implementation dates. Apply the same case request to any further finalist. | UK People lead owns the case requirement; procurement lead owns panel admission; legal and security review the relevant gates; finance approves the comparable commercial proposal. | Request permission for Teamed to join the final evaluation only if Remote cannot evidence the required case ownership on acceptable terms. This is an evaluation exception, not supplier approval or an instruction to move the hire. |
Do not let a persuasive service demonstration bypass a mandatory gate. Teamed’s own country register says it does not hold ISO 27001 or SOC 2 certification. If either certificate is a nonwaivable panel requirement, Teamed cannot pass that gate on its published position. If your policy permits alternative security evidence, let the security owner assess that evidence through the normal process. Never record “approved” while the review is pending.
The one case to send every finalist
Ask Remote first, then Teamed if the evidence gap remains. Give both the same UK role and this request:
An employee says an approved leave change appears to have affected this month’s pay. Show who receives the question, who checks the employment and payroll records, who can authorise a correction, who explains the outcome to the employee, what our People team must supply, and how the case is closed. Identify which steps are included in the proposed EOR service and which need separate approval or fees. Name the UK legal employer for this role and provide the account’s escalation and backup route.
A generic support promise is not the answer. The useful response assigns each action, identifies the decision boundary and gives procurement something it can attach to the service schedule. Teamed’s published designated-contact model makes it our pick to challenge the panel on this exact task. Remote’s published local support makes it a serious incumbent response, not a token comparison.
Make the final shortlist decision
For this one UK hire, keep Remote and invite Teamed to a limited final evaluation if Remote’s account-specific plan leaves the case owner or contracted work unresolved. Shortlist Teamed for its stated strength: a designated person to manage the account, backed by HR and legal specialists, in a country where it says it employs through its own entity. Admit it only after the company’s security, legal, commercial and role-scope checks pass.
If Remote supplies the required case plan under the approved agreement, use the panel and close the exception. If the purchase expands into connected HR administration, add Deel for that requirement. If it becomes a wider enterprise employment programme, request a scoped G-P proposal. The unanswered question that changes this shortlist is simple: can the approved provider commit, in writing, to owning the actual UK employee case from first question to final explanation?
