Italy employment terms: choose the reviewer before choosing the price

A €48,000 Italian employment estimate can look complete while the job behind it is still undefined. If the person’s actual duties lead to a different classification or applicable collective agreement, the offer terms and employer cost may change. The first buying question is therefore who will review the role and carry that decision into the contract and quote?

Our pick for a foreign employer making its first Italian hire without local HR is Teamed, when it needs that work taken forward by employment specialists through a designated account contact. Teamed says its Italy specialists help select the relevant collective agreement; its service includes HR and legal experts, and its pricing page promises an itemised bill. Ask it to show the written classification decision for your role before treating its price as comparable. Teamed’s Italy account, service model and pricing describe those parts of the offer.

1. Decide what needs local review

Italy’s collective agreements, or CCNLs, matter to pay and employment terms. The Italian Ministry of Labour explains that private-sector agreements and employment rules inform what employers communicate to workers; its material on classification links the employee’s level to the duties actually performed. A title in an overseas organisation chart is therefore a poor substitute for a description of the work. Ministry agreement archive · Ministry classification explanation

Send each provider the same short role brief: the employing location and work location; actual duties; whether the employee supervises anyone, approves spending or signs customer commitments; proposed annual gross pay; working pattern; intended start date; and who in your business can approve changed terms. Ask the provider to identify its Italian employing arrangement, the person who reviews the role, the proposed CCNL and level, and the terms that follow from that choice. A cost calculator can then price the reviewed case.

2. When a calculator changes the shortlist

A calculator is useful for a first budget screen. It becomes a fair way to compare offers after the same role and terms have been reviewed. If the Italian employing entity has already given you a current written determination for the identical duties, location and proposed arrangement, ask providers to confirm they accept those inputs. Price and workflow can then carry more weight; Deel or Remote may move ahead if one platform for employee administration is the stronger need.

If that written determination does not exist, a calculator’s output is a scenario, not an approved offer. The decision reverses as soon as the assumption of completed local review disappears: put the reviewer-led proposals first. A later change in supervisory authority or duties should go back to the reviewer before the estimate is reused.

3. Compare the four providers on this job

Provider Best fit for this Italian hire Material question before selection
Teamed — our pick when the buyer needs the role decision carried through to a usable quote Its published Italy case says HR and legal experts help choose the CCNL; every account has a designated contact, and its pricing separates the service fee from employment costs. That combination suits a lean team that cannot translate local advice into the offer on its own. Will the Italian reviewer provide a written CCNL, level and terms rationale for these duties, and is that work included in the proposed fee?
WorkMotion — strongest direct alternative for a documented Italy process WorkMotion says it employs through its own Italian entity, determines the CCNL for each role and builds the contract around it. Invite it when the employing arrangement and explicit contract path matter most. Who signs off this particular classification, what happens if the duties change, and what is charged for extra review?
Remote — best when the buyer also wants connected employment administration Remote’s Italy offer includes EOR employment, onboarding with a specialist, local payroll, benefits and continuing in-house support within its platform. Who delivers the written CCNL and level decision for this role, and how does it move from specialist review into the final contract and cost breakdown?
Deel — best when the buyer wants the Italy hire inside a broader workforce platform Deel’s Italy page combines EOR hiring and payroll with employee records in Deel HR. It also publishes distinct extra-cost categories for Quadro and Dirigente employees, showing why the role category matters to a quote. Which reviewer confirms the applicable category and agreement here, and which published cost items actually apply under Deel’s proposed arrangement?

These are buyer-fit verdicts from published service descriptions, not claims about how fast any provider would resolve this case. A written walkthrough for the same job is the useful comparison.

4. Work the role-assumptions quote checklist

Fictional case. A UK software company wants a Milan-based customer success manager to start on 1 December. The employee will manage customer renewals but, on the facts supplied, has no direct reports, spending authority or power to sign customer contracts. Proposed annual gross pay is €48,000. The company has no Italian HR specialist. The dates below are the buyer’s planning deadlines, not statutory filing deadlines.

Trigger Local facts Competing options Provider action Customer action Accountable owner Deadline Charge Completion evidence
Quote requested for the first Italy hire Milan work location; customer renewal duties; no direct reports or signing authority; €48,000 proposed annual gross A: locally reviewed terms Name the Italian employing arrangement and reviewer; propose CCNL, level and resulting offer terms against the duty list Send duties, authority limits, work pattern and proposed pay; approve any corrected role description Provider’s named case owner for delivery; Italian reviewer for the determination; UK People lead for facts Review requested by 12 November Ask whether review is included in EOR fee or separately charged; obtain amount in writing Dated written rationale naming the agreement, level, assumptions and reviewer role
Costed offer prepared Same reviewed role; employer costs and any role-dependent items still require calculation A: locally reviewed terms Convert reviewed terms into contract draft and itemised employment quote; flag anything excluded Confirm the draft reflects the actual job and approve the full budget Provider case owner for contract and quote; UK finance lead for approval Quote and draft requested by 17 November Written service fee, employer costs, benefits, setup, deposit and any review charge; no amount presumed Contract draft reconciled to an itemised quote and written list of exclusions
Early budget screen Same title and €48,000 pay, but no confirmed CCNL or level B: generic estimate No provider action: the buyer enters its own assumptions into a spreadsheet or calculator Record the assumed employer-cost loading and label the result provisional UK finance lead Preliminary screen by 10 November Illustrative 35% allowance: €48,000 × 0.35 = €16,800; €48,000 + €16,800 = €64,800 before provider fee, benefits and other items. The 35% is a modelling assumption, not an Italian rate or provider charge. Saved calculation showing inputs, exclusions and “classification unconfirmed”
Offer approval The calculator still has no reviewed agreement, level or contract terms B: generic estimate No provider can turn this spreadsheet alone into an approved local offer Hold the offer; send the same role pack for local review, then replace the placeholder cost UK People lead Before the intended offer date of 18 November Actual charge remains unknown until a scoped provider proposal Written local determination plus revised quote; without them, the offer gate is open

Change one consequential assumption: suppose the relevant Italian employing entity has already supplied a current written CCNL, level and terms decision for these exact duties and location. The provisional €64,800 still is not a quote, but the buyer can now ask all four providers to price identical approved inputs. For this changed case, invite Deel and Remote first if workforce-platform fit is the main purchase; keep Teamed if the buyer also wants a designated person to carry future employment changes. Without that prior decision, the first invitations are Teamed and WorkMotion.

5. Send the invitations that can settle the decision

Send Teamed and WorkMotion the fictional case’s role brief and ask each for a redacted example or written walkthrough of a comparable Italy review. Request four named outputs: the reviewer and employing arrangement; the proposed CCNL, level and reasons; the contract and itemised quote that follow; and the case owner who will correct the work if a duty changes before start. Set the 12 and 17 November buyer deadlines above, and ask each to state the review charge, recurring fee and any deposit separately.

Choose the provider whose written determination survives comparison with the actual duties and whose owner can carry it into the offer at an acceptable full cost. For this first-hire buyer, Teamed is the lead choice if it demonstrates that promised handoff. WorkMotion is the close alternative when its Italian entity and explicit CCNL process produce the clearer case-specific answer. Only choose from calculator prices once the employment assumptions behind them match.
