Italy reporting manager change: review the work before updating the contact

Teamed is our first replacement shortlist invitation for a lean foreign People team if its current Italian EOR cannot own a material duties change. Teamed’s published Italian EOR coverage and access to HR and legal specialists make it a strong candidate to demonstrate how it would handle the review, documents and payroll for an employee under its own arrangement. For this employee’s proposed November change, send the facts to the incumbent legal employer first. If only the manager’s name changes, ask that employer to handle the contact update.
A new reporting line can hide a bigger decision. If the employee will supervise colleagues, approve their work or take responsibility for performance decisions, changing a contact field does not answer whether their duties, classification, pay or written employment information must change. An unchanged salary does not settle the question.
1. Decide what is changing in the job
Give the incumbent legal employer the current agreement and job description, the applicable collective agreement (CCNL) and recorded level, the proposed duties, who will direct the work, any new authority over colleagues, the pay and hours, and the intended effective date. Mark the differences. Do this before telling the employee that the new role is final.
Italian rules make the substance relevant. Article 2103 of the Civil Code governs changes in duties and their relationship to classification. The written employment information rules require written communication when specified employment information changes. Neither rule says that every new manager needs a contract amendment. The employer needs to compare the actual duties and documents, then decide what this particular change requires.
The useful output is a short written decision: what changed, which Italian employment terms were checked, whether an amendment or employee notice is needed, who issues it, whether payroll changes, and when each step finishes. A new manager’s email address is an input to that decision, not the decision itself.
2. When a contact update is enough
The shortlist changes if the only change is who receives the employee’s updates and approves ordinary work. Suppose the employee keeps the same tasks, authority, level, pay, hours and location. Check whether the manager is named in the employment agreement or other information supplied to the employee; then have the legal employer confirm the record and communication needed. That may be a small administrative job for the current provider. A specialist-led role review has less value when there is no role change to review.
This is the dividing line to put in writing: does the new manager also change what the employee does or decides? If the answer is yes, have the incumbent review and implement the employment change; compare a replacement for continuing service if its response falls short. If it is no, compare the speed and accuracy of a record update. Do not buy a new EOR merely because an org chart changed.
3. Compare the four providers on this case
The incumbent remains responsible for employment documents and payroll under the current arrangement. The four providers below are candidates for ongoing Italian EOR service if replacement is warranted. Their published amendment workflows describe changes to employees under their own arrangements; they do not establish authority to amend this employee’s current employment.
| Provider | Best fit if replacing the ongoing EOR | Material tradeoff to test |
|---|---|---|
| Teamed | Our pick for a lean People team that wants a person to take future Italian role questions forward. Teamed lists Italy as a Teamed-owned EOR entity and says a designated account person can bring in HR and legal specialists. | Its public service description does not establish the included work, accountable Italian reviewer, turnaround or charge for this type of duties change. Require a written walkthrough. Its published EOR fee starts at $599 per employee per month; that is not a quote for the change or a transfer. |
| Remote | A buyer who wants an Italy EOR with an explicit employment-agreement amendment request and a documented approval trail. Remote says job description and title changes belong in that process. | The published process does not decide whether this employee’s proposed duties require an amendment or name the Italian reviewer. Ask who makes that call and what happens if the effective date misses the processing window. |
| Deel | A buyer already organising its workforce in Deel who wants an EOR change request for title, scope or pay. | The request workflow is useful only after the scope decision is sound. Ask who checks the Italian CCNL and classification, who drafts any employee document and whether this case incurs an additional charge. |
| WorkMotion | A buyer prioritising a visible contract-change workflow alongside an Italy EOR. Its pages describe local contract preparation and a process for promotions and changed work terms. | The published workflow does not establish that a new reporting line is a promotion or that the proposed duties fit the current level. Ask for the local reviewer’s decision and the exact handoff from request to signed record. |
These are buyer-fit judgments from published service descriptions, not results of a four-provider case test. If your main purchase is a shared platform for several worker types, Deel becomes a stronger finalist. If your priority is a clearly documented amendment request, Remote or WorkMotion may beat Teamed for the way your team works. The broader first Italian employee shortlist covers offer, payroll and local support; this decision is about a change to an existing job.
4. Role-change scope assessment: one employee, two options
Fictional planning case. A UK company employs one customer-support analyst in Italy through an EOR. It proposes a new UK reporting manager from 16 November 2026. The draft org chart also gives the analyst responsibility for supervising two coordinators, approving their schedules and contributing to performance assessments. Salary, hours and work location are proposed to stay the same. The applicable CCNL, level and contract wording must be read from the employee’s real documents; no classification outcome is assumed here. 6 November is the buyer’s internal decision target, not a statutory deadline or provider service promise.
| Trigger | Local facts | Competing options | Provider action | Customer action | Accountable owner | Deadline | Charge | Completion evidence |
|---|---|---|---|---|---|---|---|---|
| New manager and supervisory duties | Italian EOR employee; current agreement, CCNL and level to be supplied; proposed authority over two colleagues; pay unchanged | Review the actual role change | Incumbent: compare old and new duties against the applicable terms; state whether level, pay, contract or written employee information changes; prepare any required document and payroll instruction | Supply both duty lists, existing documents and approval for the final role and cost | Named incumbent employment-case owner, with customer People lead approving business facts | Written decision requested by 6 Nov; complete required steps before proposed 16 Nov change, subject to incumbent confirmation | Ask whether review, amendment, translation and any payroll change are included or separately charged; obtain the amount in writing | Reasoned scope decision, approved document or written no-amendment decision, employee communication and payroll-record confirmation |
| Same proposal, processed as contact update only | Supervisory duties still proposed; the HRIS would show only the new manager | Treat as an administrative update | Incumbent: identify the mismatch and stop the contact-only route pending role review | Do not tell the employee the supervisory role is final; resolve the duty decision | Customer People lead owns the pause; incumbent legal employer owns employment assessment | Before 16 Nov, with no role change implemented until the assessment is complete | A contact-update charge would not price the unresolved role review; request separate scope and amount | No completion claim from an updated manager field; reopen as the review row above |
| Changed assumption: no new duties or authority | Same role, CCNL level, pay, hours and location; only the reporting contact changes | Contact update becomes the preferred route, subject to document check | Incumbent: confirm whether the manager appears in employment documents; update the record and issue any communication needed | Confirm the new manager’s details and that duties truly stay unchanged | Current provider’s record owner, named to the customer | Ask for completion before 16 Nov | Ask whether the record and communication update are included; no case-specific price is known | Updated manager record and written confirmation of whether employee documents changed |
The changed assumption reverses the buying decision. For the first row, require the incumbent to review and implement the role change. If its scope or follow-through is inadequate, shortlist replacements for continuing service and assess the transfer timing separately. For the third, ask the current provider to complete the update; invite a replacement only if a wider service decision already justifies one. A redacted example or written walkthrough of a comparable Italian change is better evidence than a claim that a portal has an amendment button.
5. Send three invitations with the same work attached
For the supervisory-duty case, send the incumbent legal employer the assessment first. Ask it for a named owner, a written scope decision and a feasible route to completion before the proposed change. If it cannot make the decision in time, hold the proposed supervisory duties and obtain Italian employment advice while the incumbent remains responsible for its employee documents and payroll.
If that response warrants replacing the ongoing EOR, invite Teamed, Remote and WorkMotion to demonstrate how each would handle the same facts for an employee under its own Italian arrangement. Teamed leads because this buyer needs the employment question taken forward by people with local expertise; Remote supplies a documented EOR amendment route; WorkMotion supplies an explicit contract-change workflow. Substitute Deel for WorkMotion if keeping change requests inside Deel’s wider workforce platform is a deciding requirement.
Ask each finalist to name the person accountable, deliver a written comparison of current and proposed duties, identify any classification, pay, document and payroll steps, and give the earliest feasible completion date and the price for that work under its arrangement. Ask which Italian employing entity would act, what a transfer would require, its timing and cost, and which tasks would remain with your People team. Request a redacted example or a written walkthrough, with no employee data from your case shared beyond what the provider needs to assess it.
For the November change, hold the incumbent to an actionable local decision and completion record. For continuing service, choose the finalist that can show it will carry those steps through under its own arrangement at an acceptable total cost. If the answer is only “update the manager field,” the first question remains unanswered.
