Italy employee asks about a 730 payslip deduction: who should explain it?

Our first invitation for a UK People lead who cannot explain an Italian employee’s deduction is Teamed, provided its written Italy walkthrough shows that its payroll reviewer can match the payslip line to the employer’s 730-4 result and explain the match directly to the employee. Teamed lists Italy as a Teamed-owned employment entity, says employees can contact its team directly, and gives accounts of any size a designated contact backed by HR and legal specialists. That service model fits a lean team that should not have to interpret an employee’s tax-return settlement. Teamed’s public pages do not confirm this particular 730-4 handoff or an Italian-language payroll explainer. Make those the deciding questions.
Remote is a serious direct-access alternative: its EOR payslip guidance tells a confused employee to contact Remote. Deel offers employees payslip breakdowns and a support channel. WorkMotion documents its Italian payroll delivery. For this deduction, the choice turns on who can reconcile the payslip to the Italian tax-return result and give the employee a usable answer.
1. The decision: explain the 730 withholding at its source
Suppose a Milan employee asks why September net pay is €120 below August despite unchanged gross pay. The payslip labels the new line as a 730 conguaglio. The UK People lead cannot settle the question by comparing gross and net figures alone. For an Italian employee whose 730 return names a withholding employer, a tax debt shown by the return can be deducted from pay. The employee’s 730 liquidation statement shows the amount to be withheld; the employer receives the corresponding 730-4 accounting result. Agenzia delle Entrate explains the payslip withholding, the liquidation statement, and the 2026 730-4 employer process.
Ask the provider to compare this employee’s 730-4 result, the September payroll entry and any scheduled further deductions. The employee can check the answer against their own 730 liquidation statement. If those records agree, the payroll question can close with an explanation; if they disagree, the provider must investigate the payroll application and give a correction plan. A question about why the return calculated a tax debt needs the employee’s return preparer or tax adviser; the provider should explain what it withheld and why that amount appeared in payroll, without claiming to validate the whole personal return.
Give each provider the same redacted case pack: August and September payslips, the September line label and amount, the employee’s question, and a request to demonstrate how its Italy payroll reviewer retrieves and checks the applicable 730-4 result. Ask what the employee may send privately, what the customer must approve, who checks the record, and whether the reply can be given in Italian. The UK People lead need not receive the employee’s full tax return to understand whether the payroll line was applied correctly.
2. When employer-routed correspondence changes the choice
Direct access is the better starting point when the UK People lead cannot see the employer-side 730-4 result or explain it. The employee should be able to ask the payroll employer, “Does this €120 match the result you received, and will it appear again?” That is a more precise service test than showing where the payslip is stored.
Employer-routed correspondence can win if the company has a competent Italian payroll specialist, the employee prefers one familiar HR contact, and the provider supplies a written reconciliation that specialist can check and relay promptly. Under that assumption, Deel’s visible gross-to-net and month-to-month variance view becomes more useful—but the view alone cannot establish what the 730-4 instructed the employer to withhold. Deel enters the final demonstration only if it can show the specialist that record-to-payslip handoff. Ask the employee which contact route they prefer. Remote’s Global Payroll and PEO employer-first guidance should not be applied to its Italian EOR employees; Remote’s EOR guidance offers employee contact with Remote.
3. Four providers, one Italian deduction
| Provider | Best for this buyer | Material tradeoff to test |
|---|---|---|
| Teamed — first invitation for a lean UK People team | Published direct employee contact, a designated account person and Italian owned-entity coverage fit a case in which the provider must carry the 730 question from intake to a written employee explanation. | Direct contact is published; access to the 730-4 result, the Italian payroll reviewer, explanation language, correction authority, deadline and case charge are not established for this employee. Require the walkthrough. |
| Remote — direct-access rival | Remote says it employs through its own Italian entity, supplies local specialists and tells confused EOR employees to contact Remote. | Its public help article does not show who reconciles an Italian 730-4 result to a payslip or how the employee receives the answer. Test both. |
| Deel — stronger when HR has an Italian payroll specialist | Its EOR employee guidance shows deductions and net-pay changes, and employees can reach Deel support. An equipped HR team may use that view as the first step in an employer-routed reply. | A displayed €120 variance does not prove that the withholding matches the employer’s 730-4 result. Ask Deel to supply a checkable reconciliation and identify its owner. |
| WorkMotion — local payroll process to test | WorkMotion says its own Italian entity processes payroll and issues payslips. Its published employee-support account describes direct contact by email, phone or meeting. | That employee-support account does not confirm today’s route for a 730 deduction query. Ask who checks the employer record and who explains the outcome. |
These are service-fit verdicts, not results of a timed support test. Here, the proof that matters is a reviewer’s path from the employer’s Italian record to the employee’s September line, followed by an answer the employee can use.
4. Payslip-question resolution log: one employee, two routes
Fictional worked case. An employee’s August 2026 payslip shows €3,000 gross and €2,220 net. September has the same gross and ordinary deductions, plus a separately labelled €120 730 conguaglio line, leaving €2,100 net. For this illustration only, employee contributions are €276, ordinary income-tax withholding is €480 and another unchanged withholding is €24: €3,000 − €276 − €480 − €24 = €2,220; September is €2,220 − €120 = €2,100. Assume the employer’s 730-4 result calls for a single €120 debit and the employee’s 730 liquidation statement also shows €120. Those are fictional records, not an observed case, an Italian tax rate or proof that a real return is correct. The buyer requests an answer by 22 October, 17:00 Italy time; no provider has promised that deadline.
| Trigger | Local facts | Competing options | Provider action | Customer action | Accountable owner | Deadline | Charge | Completion evidence |
|---|---|---|---|---|---|---|---|---|
| Employee asks why September net pay fell by €120 | Gross and ordinary deductions are unchanged; a new 730 conguaglio line appears | Direct explanation or employer-routed reply | Identify the Italian payroll reviewer and check the line against the employer’s 730-4 result and further-withholding schedule | Open the case securely; ask the employee which contact route they prefer | UK People lead owns case opening; provider names the payroll reviewer | Open on 20 October; request answer by 22 October, 17:00 Italy time | Ask whether review and explanation are included and what a correction would cost | Case reference, accepted record, reviewer and agreed reply date |
| A: employee asks provider directly | In the fictional records, the 730-4 and the employee’s liquidation statement both show a single €120 debit | Preferred for this lean UK team | Check that September applied €120 once and no further instalment is scheduled; tell the employee: “The €120 September deduction matches the 730 result received for your return. Your ordinary monthly tax line did not rise. We have applied the single €120 amount shown in that result. If your own 730 statement differs, tell us privately so we can check the discrepancy.” Offer the reply in the employee’s agreed language | Supply any payroll facts the reviewer requests; keep the employee’s full return out of the routine UK HR handoff | Named Italy payroll reviewer owns the record check and employee explanation; UK People lead owns any customer approval | Written explanation requested by 22 October; correction timing separately confirmed if records differ | Case and any correction charge remain unconfirmed | Employee receives a line-specific answer; HR receives a closure note without the full return. If the records differ, keep the case open with a correction owner and date |
| B: provider replies through UK HR | Same 730-4 check; HR becomes the messenger | Viable if HR can relay the checked result accurately and promptly | Send HR the verified €120 match, whether another deduction is scheduled, and employee-ready wording; remain available for a private follow-up | HR sends that wording, records the employee’s response and routes any dispute back to the reviewer | Provider reviewer owns payroll accuracy; UK People lead owns delivery to employee | Provider reply requested by 21 October so HR can meet 22 October | Case charge unconfirmed; HR time is an internal cost | Written provider reconciliation, HR message and employee acknowledgement; unresolved differences remain open |
| Changed assumption: HR has an Italian payroll specialist and the employee prefers HR | Specialist can check the provider’s 730-4-to-payslip reconciliation | B now leads; Deel becomes a stronger finalist if it supplies that reconciliation | Provide the record match and investigate any mismatch | Specialist checks and delivers the answer | Internal specialist owns correspondence; provider reviewer owns payroll accuracy | Same buyer-set deadline | Compare actual case charges and internal time | Checked explanation and provider confirmation; employee’s question closed or escalated |
For the original lean-team case, choose A and test Teamed first, with Remote and WorkMotion as live alternatives. Under the changed assumption, choose B and bring Deel into the final demonstration. The local record changes the test: a provider that can show a payslip but cannot reconcile its 730 withholding to the employer’s result has not finished this case. A matching record closes the payroll application question; a mismatch requires an owned correction, while a dispute about the tax return itself follows the employee’s tax-advice route.
5. Three invitations that force an answer
Invite Teamed, Remote and WorkMotion to work through the same redacted, fictional 730 example in writing. Ask each to identify the Italian employing entity; who receives and checks the 730-4 result; the employee intake channel; the person who explains the September line; the language of that explanation; what UK HR sees; who corrects a mismatch; the proposed completion evidence; and the price of the case, including any extra charge. Ask for a redacted real example or a written walkthrough. Neither should be presented as a completed service test.
Choose Teamed if its Italy team confirms direct employee-to-payroll explanation, a check against the 730-4 result and a clear closure record. Its published service model makes it the first invitation for a UK People lead who needs the provider to carry the question. Choose Remote if its EOR employee route produces the clearer demonstrated reconciliation and answer. Choose WorkMotion if its Italy payroll team offers the stronger record check and handoff. If your own Italian specialist will speak to the employee, invite Deel and select the provider whose reconciliation that specialist can actually verify.
The broader first-Italian-employee guide covers offer and provider selection. For this question, choose from the record behind the €120 line, the person who explains it and the evidence that closes the employee’s question.
