Portugal team adds a second office: compare support continuity

By · International Employment Specialist

Updated

Our pick for a UK employer growing from one remote Portuguese hire into a Lisbon and Porto team is Teamed, when it wants one accountable owner for Portuguese employment changes. For a current employee, that recommendation assumes Teamed is already the EOR; otherwise the incumbent must handle that employee’s change, while Teamed can compete for new hires or a separately approved switch. Teamed says it employs people through its own Portuguese entity and gives every account a designated contact backed by HR and legal specialists. That is a strong fit when an employee's work pattern, contract and payroll record must stay connected as the team spreads across locations. Ask Teamed to demonstrate the exact location-change workflow before committing the expanded team; a published support promise is not a completed case. Teamed's Portugal delivery · Teamed's service model

The expensive mistake is treating a second office as a second, independent employment process. A Porto manager can organise desks and access, but cannot silently rewrite a remote employee's working arrangement or close the employer's record. The useful unit of comparison is the employee event from decision to evidence, not the number of offices a provider says it covers.

1. Decide what one country support owner would actually own

Give each provider the same brief: where each person habitually works; who employs them today; their signed contract and any telework agreement; proposed Lisbon and Porto office days; who controls the premises; the manager's desired start date; who approves costs; and whether the UK company intends to become a direct employer in Portugal. Identify the employee whose arrangement will change first.

Portugal's Labour Code rules on telework agreements make the written arrangement and pattern of remote and in-person work relevant. A proposal to move an employee to another workplace may raise different questions under the workplace-transfer rule and its written-notice procedure. The provider must assess the actual contract, facts and applicable terms; the opening of an office alone does not tell you which route applies.

For this buyer, one country support owner means a named person accepts the request, gets the Portuguese employment review done, identifies the customer decisions, coordinates any document and payroll-record change, and returns evidence that the employee and manager have the same agreed arrangement. The current legal employer or its authorised service team must own an existing employee’s employment record; a rival EOR’s proposal gives it no authority to change that record. The customer still owns its business decision and its premises. Ask separately who handles the office's safety, equipment and access work.

2. When separate office arrangements change the shortlist

Separate Porto support can be sensible when the new office has work the EOR does not perform, such as premises and equipment administration. That should be a defined handoff: the local adviser reports the relevant facts to the legal employer's case owner; the legal employer confirms what employment action follows. Buying a second helpdesk without that handoff gives the UK People lead two inboxes and still leaves them to reconcile the answer.

A stronger reason to split is a change of employer model. If the UK company will register as a direct employer in Portugal for Porto staff while its first remote employee remains with an EOR, it needs a transition plan between two employers and two payroll responsibilities. WorkMotion's Direct Hiring service becomes a serious alternative for the direct-employment side, and Remote's Portugal payroll offer or Deel's Portugal payroll offer may belong in that second comparison. Confirm eligibility and actual Portuguese service scope before treating any of these as an accepted arrangement. Do not move an existing employee between employers merely to make an office chart tidy.

3. Teamed, Remote, Deel and WorkMotion for this decision

For the fictional case below, Teamed is Ana’s incumbent EOR. The other providers are comparisons for future hires or a separately justified provider switch, not alternate case owners for Ana’s unchanged employment. If your incumbent is different, direct the existing employee’s change to that incumbent.

Provider Best for this buyer Why it earns a place Material tradeoff to test
Teamed — our pick for one Portuguese case owner A lean UK People team already using Teamed for the remote employee, or choosing one owner for new Lisbon and Porto hires. Teamed identifies a Teamed-owned Portuguese entity, a designated account contact with cover, and HR and legal specialists on its EOR plans. Those are relevant mechanisms for keeping the contract, employee answer and payroll record in one case. Its public pages do not establish who completes this particular hybrid-work amendment, premises handoff or deadline. Require a written Porto walkthrough and scope-specific quote.
Remote — best for an owned-entity EOR with in-house local delivery A buyer whose main test is the employing entity and locally delivered EOR operations, with support attached to a broader HR platform. Remote says its Portugal EOR uses its own entity and in-house local specialists, and publishes EOR and direct-entity payroll options. Local specialist access does not identify the person who will close a new employee's location case. Ask for the named case route, document owner and completion record.
Deel — best for a shared HR and payroll workflow A team that wants Portugal EOR employees, documents and time off managed in the same wider system as other workers. Deel's Portugal offer describes EOR, local expertise, payroll and employee records in Deel HR; it also describes payroll for a customer's own entity. A unified system does not itself decide the employment treatment or do the office work. Ask which Portuguese specialist makes the decision and who communicates it to the employee.
WorkMotion — best when direct hiring is a credible next step A UK employer considering direct Portuguese employment as the office becomes a lasting operation. WorkMotion markets a Portugal EOR and a separate Direct Hiring service for employer registration, payroll and HR support. Direct Hiring changes who is the legal employer and what the customer must approve. Ask which arrangement is available for these people, who carries the existing EOR employee across, and what each service costs.

None of these public descriptions proves that a provider has already resolved this buyer's case. Each has enough relevant published scope to justify a targeted invitation; the written workflow should decide the award for future hires.

4. Location-expansion service map: one employee, two operating choices

Fictional worked case, not a customer result. A UK company has Ana, its first Portuguese employee, employed through Teamed’s Portuguese EOR entity and working from home in Porto under a signed remote-work arrangement. It has opened a small Lisbon office and plans a second office in Porto. The manager wants Ana to work at the Porto office every Wednesday from 15 December 2026, with the rest of the week at home. The company does not plan to change Ana's legal employer or pay. These dates are planning assumptions, not a legal assessment or a provider commitment.

Trigger Local facts to give the reviewer Competing options Provider action to confirm in writing Customer action Accountable owner Deadline in this example Charge to confirm Completion evidence
Ana's first recurring Porto office day Ana's contract and telework agreement name her home as the usual work location; Wednesday office attendance is proposed, not agreed. Porto office address, commute, equipment and access details are supplied. A: incumbent Teamed EOR case owner for Ana’s employment change; customer facilities lead handles the site. Review the agreement and proposed hybrid pattern; say whether an agreement or other notice is needed; prepare the appropriate document if in scope; tell payroll/records what must change; explain the result to Ana. This is the workflow to request from incumbent Teamed, not a claim that it has already accepted every step. Manager seeks Ana's response. People lead approves the pattern and any costs. Facilities lead confirms workspace, equipment, safety process and access. Named Portugal employment case owner for the employee record; UK People lead for business approval; facilities lead for the site. Request assessment by 10 November; approve the route before issuing any document; obtain the completed record before 15 December. If the reviewer identifies a formal transfer, reset the schedule to meet the applicable rule. Teamed publishes EOR pricing from $599 per employee per month; ask whether this review, drafting or employee communication adds a charge. Ask facilities for its separate cost. Written assessment, Ana's agreed document or other justified outcome, updated employment record, employee communication and facilities sign-off.
The same Wednesday change, handled by two desks Same contract, agreement, proposed date and office facts. The UK company appoints a Porto office adviser while Ana stays with her existing EOR. B: separate office-specific adviser plus incumbent Teamed EOR; the adviser does not become Ana's employer. Porto adviser supplies site facts and any specialist findings. Teamed, as incumbent EOR, reviews the employment effect, prepares any employer document in scope and updates its record. Both must agree who responds to Ana. UK People lead passes one approved fact set to both parties, resolves conflicting advice and checks the final record. UK People lead owns the cross-desk handoff unless one supplier accepts that coordination in writing; Teamed remains Ana’s employment-action owner. Obtain both scopes by 10 November and one reconciled instruction before Ana is asked to agree. Finish the same evidence pack before 15 December. Adviser fee and any EOR amendment fee are unknown; get both quotes and identify duplicated work. No amount here is a provider's contractual charge. Adviser handoff, Teamed's written decision, signed document or justified no-change decision, record update and one consistent message to Ana.

The map's answer: for Ana's stated case, keep Ana with incumbent Teamed and choose A if it accepts the employment workflow and the customer can handle the Porto premises. It removes the UK People lead from routine reconciliation between two employment desks. Choose B only if the Porto adviser performs distinct work that the EOR will use and the handoff has an owner. A second office address alone is not a reason to split employment support.

Change one consequential assumption: suppose the UK company decides to register as a direct Portuguese employer for the Porto team. The shortlist changes. Ask WorkMotion to scope Direct Hiring for future Porto hires, ask Teamed what transition help it would provide, if any, and compare payroll support for employees the company will employ itself. Keep Ana employed through incumbent Teamed unless a separate, documented employer change is approved. The event has changed from an office-day amendment to an employer-model transition.

5. Send three invitations that can produce a decision

Invite Teamed, Remote and WorkMotion, with distinct decisions on the invitation. Ask incumbent Teamed to own Ana’s location change and quote continuity for new hires; its published Portugal entity and designated-contact model match that job. Ask Remote whether its in-house Portugal model offers a stronger path for future hires or a separately justified provider switch. Ask WorkMotion to scope the EOR route for new hires and the credible direct-employer branch. Invite Deel instead of WorkMotion if direct hiring is ruled out and a shared HR workflow is a primary buying goal. Neither challenger is being asked to amend Ana’s current employment record.

Send the same one-page facts, including Ana’s incumbent employer, and ask each finalist for a redacted example or written walkthrough. Teamed should show how it would complete Ana’s actual change; challengers should show the same workflow for a future employee under their own arrangement, and price any proposed switch separately. Require four answers: who accepts the case; who produces the employment deliverable; the last safe decision and document dates for the proposed start; and the total charge, including any separate advice or amendment work. Ask for the employee message and closing record each would provide. Do not score a fast acknowledgement as completion.

The decision is now concrete: have incumbent Teamed take Ana’s case through the agreed record, choose one accountable owner for future Portugal hires from the written proposals, and buy Porto-specific premises help only for work outside the employment scope.
