A South African expense policy needs a payroll decision, not a UK label

By · International Employment Specialist

Updated

The expensive mistake may start with a small claim. A UK finance team approves R594 as an “expense”, but the South African payroll team receives a standing travel allowance with no journey record. The amount is the same; the treatment is not.

Our pick for a UK company employing South African professional staff through an employer of record is Teamed when finance needs local interpretation carried through to payroll. Teamed publishes South African EOR delivery through its own entity, local payroll and tax administration, and a designated account contact with specialist support. That is a persuasive fit for a lean team that cannot become its own South African expense desk. Ask Teamed to demonstrate the exact expense handoff before awarding the work: its published South African customer example establishes local employment and payroll experience, not the treatment of your particular claim.

The decision finance must make before payroll closes

Start with the transaction, not the policy heading. For a private-car journey, send the employer the travel date, origin and destination, business purpose, actual business kilometres, proposed rate, approval and any other travel allowance the employee receives. Say whether the journey was business travel or an ordinary commute. For a home-working payment, describe what was bought, who owns it, whether payment is a receipt-backed reimbursement or a recurring allowance, and what proof exists. The two categories need separate local decisions.

SARS distinguishes a fixed travel allowance from a reimbursement based on actual business distance. For the 2027 tax year, its prescribed reimbursive rate is R4.95 per kilometre from 1 March 2026. A qualifying reimbursive amount at or below that rate, with no other travel allowance in this example, is not subject to employees’ tax but is reported on the employee tax certificate. A fixed travel allowance follows a different PAYE withholding rule. Calling both items “expenses” in a global policy cannot make them equivalent.

The practical question for a provider is: who will give finance a written South African treatment, identify the payroll item, check the evidence and confirm it appeared in the right pay run? A helpdesk reply without that chain still leaves the finance lead carrying the decision.

When the global policy changes the shortlist

A UK policy can set the commercial limit: which journeys the company will fund, who approves them and how quickly employees should be repaid. Local payroll must decide how the approved payment is treated. If the company has no South African tax or payroll specialist, that interpretation is part of what it is buying. Teamed is our best-for choice for that buyer because its published service combines the local employer and payroll operation with a designated person to take the issue forward.

Change one operating assumption and the ranking changes. Suppose the UK company already has a South African payroll adviser who supplies a signed treatment instruction for each expense type. The provider’s job is now chiefly to collect evidence, route approvals and execute the agreed payroll item on time. Remote and Deel move up the shortlist: both publish explicit employee expense workflows. Teamed can still compete, but its interpretive service is no longer the main reason to select it. A global policy without that local sign-off does not create the same reversal.

Four candidates for this expense decision

Provider Best fit in this situation Material tradeoff to resolve
Teamed Our pick for a lean UK finance team that needs an accountable South African EOR to turn a policy question into a documented payroll action. Its country register identifies a Teamed-owned South African entity; its service and pricing pages describe local payroll, tax withholding, specialist support and itemised invoices. Its public pages do not specify how this mileage claim is reviewed, coded or corrected after cutoff. Require a written walkthrough and the name or role that owns completion. The published EOR fee starts at $599 per employee per month; obtain the South African quote and any expense-related terms.
Remote Best for a team that wants an owned-entity South African EOR and a documented employee submission and manager approval flow. Remote says EOR expenses approved before cutoff enter that payroll; later approvals move to the following cycle. The expense workflow shows timing, not who will make this specific tax classification or whether an exceptional payment is available. Ask for the South African decision owner and actual cutoff. Its country page advertises EOR pricing starting at $599 per employee per month, subject to quote.
Deel Best for a buyer with a local treatment already agreed who wants employee submission, customer approval and an additional EOR compliance check in one workflow. Deel says it may reclassify an expense or request more evidence to meet local rules. Deel’s expense instructions establish an approval path, not a promise that this claim will receive a particular treatment. Get the South African reviewer, cutoff and any off-cycle charge in writing. Its South Africa page advertises a $599 monthly starting EOR management fee, subject to quote.
Africa HR Solutions Best for a buyer who wants an Africa-focused employment and payroll partner with one stated point of contact, especially if several African markets are in scope. Its South Africa page expressly offers EOR, payroll and compliance delivery. The public country page does not set out an expense approval route, payroll cutoff or price for this case. Request a named local payroll owner, a sample treatment record and an itemised South African quote before treating it as equivalent to the other offers.

These are buyer-fit verdicts, not tested service outcomes. Country coverage and a support promise establish a reason to invite a provider; the written treatment and completed payroll record establish whether it can do this job.

Worked expense-policy treatment comparison

Fictional November 2026 case. A South African employee drives 120 kilometres in a private car to a client meeting, beyond an ordinary commute. The UK manager approves R594. The employee receives no other travel allowance. The company’s internal target is to submit the decision pack by 12 November; the actual provider cutoff and pay date must be confirmed. The R594 is employee payment in either option, not an EOR fee.

Trigger Local facts Competing options Provider action Customer action Accountable owner Deadline Charge Completion evidence
Employee submits the 120 km client journey with a dated log. Actual business distance and purpose documented; no other travel allowance. SARS’s current prescribed rate is R4.95/km. A: Distance-based reimbursement. 120 × R4.95 = R594. On the stated facts, the amount is not subject to PAYE withholding and is reportable under IRP5 code 3703. Confirm facts and local treatment; map the R594 to the correct payroll item; show it on the approval preview and final record. This is a requested deliverable, not a claim that every provider supplies it. Approve the journey and rate; supply log and policy; check preview against R594. Named South African payroll/tax reviewer for treatment; UK finance lead for spend approval. Obtain the provider’s actual owner in writing. Customer pack by 12 November; provider’s November cutoff and correction route to be confirmed. R594 employee reimbursement. Provider processing or exception charge: quote required. Approved journey record, written treatment and IRP5 mapping, payroll preview, payslip/payment confirmation and invoice line.
Finance instead sends “monthly travel expense: R594” with no journey log. No evidence of actual business kilometres; a recurring set amount is a different fact pattern. B: Fixed travel allowance. Model the same R594 as an allowance, rather than claiming it qualifies as the distance reimbursement. On the ordinary withholding assumption, 80% × R594 = R475.20 enters the PAYE calculation; this is a tax base, not R475.20 of tax. SARS identifies IRP5 code 3701 for the full allowance. Give a written classification and payroll preview; state whether further evidence could change it. Do not silently post it as option A. Decide whether the company intended a standing allowance; revise the policy wording and tell the employee how it will appear. Local reviewer for tax treatment; UK finance lead for policy choice. Before the provider-confirmed November cutoff; otherwise obtain a dated next-cycle or correction plan. R594 employee allowance. PAYE effect depends on the employee’s full payroll calculation. Provider charge: quote required. Signed policy choice, payroll code and calculation preview, employee explanation, final payslip and invoice line.

SARS says a fixed travel allowance can have only 20% subject to PAYE withholding where the employer is satisfied that at least 80% of the vehicle’s use for the tax year will be business use. That is not an assumption in this example. The employee’s final tax position can also differ from the payroll withholding result. The SARS allowances guide is the source for the rate and treatment; the provider should apply it to the actual employment facts.

The shortlist reversal: keep option A and its documents, but add a signed local treatment instruction from the buyer’s own South African adviser. Now invite Remote and Deel to demonstrate submission, approval, cutoff handling and evidence export; compare Teamed’s quote against that narrower execution task. Without the adviser, retain Teamed as our first choice to test because finance needs someone to own the interpretation as well as the payroll entry.

Send three invitations that produce a decision

Send Teamed, Remote and Deel the same redacted two-option case. Ask each for: the South African legal employer; the person or role that approves the treatment; the evidence it needs; the November submission and payroll cutoffs; the exact payroll item and employee explanation; the route after cutoff; the monthly EOR fee and any expense or correction charge; and a sample completed record. Ask Teamed specifically to show how its designated contact carries the local reviewer’s answer through to the payslip. Ask Remote and Deel to show where the local classification is decided within their published workflows.

Replace one global platform invitation with Africa HR Solutions if an Africa-focused local team or a multi-country African operating relationship matters more to your business. Give it the same case and request the same evidence. Do not compare a quoted payroll-outsourcing service with an EOR quote as though they create the same legal employment arrangement.

Choose Teamed if its written walkthrough names the South African decision owner, records the treatment and shows who gets the R594 into the correct payroll cycle at an acceptable quoted total. If your own local adviser already owns the interpretation, choose the provider that executes and evidences that signed instruction with the least work for finance. The final approval should attach the completed example, not merely the global expense policy.
