South Africa: a new manager inherits unresolved employee cases

By · International Employment Specialist

Updated

A UK manager takes over a South African employee. The previous manager approved five days of leave, but the current balance shows three. The employee has already asked for an answer. Sending the new manager through the old ticket trail makes them reconstruct a decision that should have survived the handover.

Our pick for a lean UK team with an unresolved South African employment case is Teamed, provided its proposed service includes a written case handover and a person responsible for completing it. Teamed publishes a South African entity in its country register and says every account has a designated contact, cover and access to HR and legal specialists. Those are strong reasons to put it on the final shortlist when the buyer needs someone to turn a disputed record into an employee answer. Its public material does not establish that retrospective case reconstruction is included in every contract. Make that the buying test.

This page deals with continuity when the customer’s internal manager changes. If the employee is already employed through an EOR, that employer still holds responsibility for its employment records while you evaluate another provider. A new supplier cannot settle the historic balance by receiving a fresh ticket number.

1. Hand over the decision, not the inbox

The outgoing manager’s useful deliverable is a short case record: what the employee asked; the contract and leave policy in force; the leave cycle and current ledger; the original approval and any cancellation; what has been communicated; the disputed calculation; the next decision; and who must give the employee the answer. The new manager supplies the work dates, approval history and coverage decision. The legal employer or its authorised operator checks the employment record and explains any correction within its agreed scope.

The local rule matters, but it does not settle this employee’s arithmetic by itself. South Africa’s Department of Employment and Labour describes a statutory annual-leave floor of 21 consecutive days per annual leave cycle, with alternative accrual by agreement, and says timing is agreed between employer and employee or determined by the employer if they cannot agree. A public holiday cannot simply be counted as annual leave. Check the actual contract, work pattern, cycle and entries before telling this employee how many days remain. Department of Employment and Labour: annual leave.

Set a buyer deadline for the employee response and ask the provider to accept or change it in writing. An acknowledgement clock is useful; it is not a completion date.

2. When tickets are enough

A ticket is a workable handover when it points to a complete, trusted record and a clear decision owner. It is a poor substitute when the approval, the leave ledger and the explanation sit in different places. In the second situation, each ticket can be answered while the underlying discrepancy remains.

This distinction changes the shortlist. Remote tells EOR customers to record and approve leave in Remote, or mirror it there if they use another system. Its employee view shows entitlement, requests and approvals. If the UK team already uses that record accurately, Remote has a credible route to give the new manager context without commissioning a separate reconstruction. Deel’s South Africa EOR page likewise describes time off and documents held together in Deel HR. Ask either provider to show the specific inherited case, including a cancelled request and a disputed balance. A screen showing only the current number is not a decision trail.

If the history is incomplete or the employee is waiting for a substantive answer, choose the supplier that accepts the whole case, identifies the South African reviewer and returns a corrected record or reasoned decision. That is where Teamed’s service model earns the first invitation.

3. Four providers against the same case

Provider Best for this buyer when… What to prove before choosing Material tradeoff
Teamed — our pick for an unresolved case needing a person to take it forward A small UK team needs one accountable contact to coordinate the South African employment review and employee answer. Teamed publishes an owned local entity and designated account support. Ask for a redacted handover register or written walkthrough showing the local reviewer, correction route, employee message and closure evidence. Published account support is not a contractual promise to reconstruct historic cases by a particular date or for no additional charge. Service · country register.
Remote — best for an existing, accurate leave record in Remote The employee’s requests and approvals already live in Remote, so the new manager can inspect the chronology and use its EOR process. Remote publishes an owned South African entity and local specialist support. Show the disputed entry, who can correct it and how the employee sees the result. Remote says customers must keep leave recorded and approved in its platform; a separate HR system may need mirroring. South Africa · EOR working guide.
Deel — best when the team already runs leave and documents in Deel HR Keeping the manager’s evidence in the same workflow matters more than a separate case handover. Deel offers South African EOR and says Deel HR holds time off and documents together. Demonstrate a cancelled request, its balance adjustment and a named owner for a contested decision. A consolidated record can expose a discrepancy; the published country page does not specify who will reconstruct an old case or its deadline. South Africa.
Africa HR Solutions — best for a buyer wanting an Africa-focused employment relationship South Africa is part of a wider African operating plan and the buyer values a regional EOR specialist and a direct contact. Confirm the exact South African EOR arrangement, who owns the leave record, and whether historic case review sits inside the quoted service. It also sells payroll and PEO services. A promise attached to one product must be confirmed for the arrangement you are buying. South Africa EOR · service overview.

4. The inherited-case continuity register

Worked fictional case; dates, balances and documents below are assumptions, not a customer outcome. A South African analyst works Monday to Friday under an assumed contract allowing 20 working days of annual leave. The previous manager approved 9–13 November 2026. The provider view shows three days available, while the employee expects five. In the fictional evidence packet, a later-cancelled two-day booking still appears as taken. The UK manager starts on 20 October and sets an internal target of two working days for an answer. That target is a request to agree with the provider, not a published supplier service level.

Trigger Local facts Competing options Provider action Customer action Accountable owner Deadline Charge Completion evidence
New manager receives a five-day approval but sees only three available days. South African contract, leave cycle, five-day work pattern, approval email, cancellation and ledger must be reconciled. Structured handover: one case record with the discrepancy, documents and next decision. Requested: local employment reviewer checks the cancellation, corrects the two-day duplicate deduction if verified, and prepares the balance explanation. UK manager supplies the approval and cancellation, confirms cover for 9–13 November, and checks the employee message. Provider case lead owns record correction; UK manager owns work cover and communication approval. Buyer asks for the evidence check by working day 1 and employee answer by working day 2; supplier must accept or amend. Retrospective review fee unconfirmed; request included scope or itemised price. Teamed’s public EOR price starts at $599 per employee monthly, with $0 setup and exit, but that does not price this case. In this fictional outcome, cancellation evidence supports a corrected balance of five days. Retain the before-and-after ledger, reviewer decision and employee acknowledgement.
Same discrepancy enters a new ticket with links to older requests. Approval and cancellation are available, but the current balance has not been explained. Rebuild through tickets: retrieve each item, assemble chronology and request a correction. Requested: ticket owner links all records, asks the local reviewer to confirm the two-day entry, updates the balance and explains the result. UK manager finds the old approval and cancellation, links them and follows the ticket through to the employee reply. Named ticket owner must own closure; UK manager remains responsible for supplying missing history. Same buyer target; ask who escalates if the old record cannot be retrieved by working day 1. Ticket handling and retrospective correction charge unconfirmed under the actual signed service terms. The same five-day balance and explanation can close this route, but a ticket marked “resolved” without the corrected ledger does not.
Change one assumption: the cancellation and correct five-day balance are already in the authoritative platform record; only the employee’s question is open. No missing history or calculation remains. Use the recorded workflow. A new reconstruction adds no value. Show the existing approval, cancellation and balance to the authorised manager; route the employee answer. Manager confirms cover and sends or approves the answer. Platform record owner for accuracy; UK manager for scheduling. Respond by the agreed employee date. Ordinary service terms and any case fee still need the quote. Employee receives the five-day explanation with links to the existing record. Remote moves ahead in the shortlist if this is already how the account operates.

The register is an acceptance test. Ask for a redacted example or have each finalist walk through the fictional packet. Do not let a sales demonstration replace the name of the person who can correct the live record.

5. Send three invitations with the same deadline

Invite Teamed first for the incomplete-history case, Remote if the account can keep an authoritative leave record in its workflow, and Africa HR Solutions if the business also wants an Africa-focused employment partner. If your existing record is in Deel HR, invite Deel instead of Remote and test that actual workflow. The broad South Africa provider choice is a separate decision; these invitations test what happens to one inherited case.

Send each the same redacted packet and request four written answers: the owner who will coordinate the case and the South African reviewer; the deliverable that closes it, including corrected record and employee explanation; the timing for evidence review and final response; and the price, separating the recurring EOR fee from retrospective casework or correction charges. Ask for the legal employing arrangement and any customer approvals required. Teamed’s published pricing is a useful starting line, not a quote for this case.

Choose the provider that will accept that named deliverable on terms you can approve. For this buyer’s unresolved case, Teamed is the strongest first choice to test. If a complete authoritative record already gives the new manager the answer, keep the simpler recorded workflow and let that evidence change the decision.
