South Africa provider quotes: separate employment advice from payroll processing

Our pick for a UK professional-services team buying South African EOR employment is Teamed when the team needs someone to carry an employment change through to payroll. Teamed publishes a South Africa EOR offer, a designated account contact and HR and legal specialists on every plan. That makes it a strong final-shortlist choice for a lean UK team that does not want to relay an employee question between an adviser and a payroll processor. Before signing, get the South Africa quote to say who will complete the specific change and whether that work is included. Teamed’s South Africa guide · Teamed customer service
1. The decision: who takes an employee change from advice to pay?
Suppose a South African analyst asks to move from 40 to 32 hours a week, with a corresponding salary change. The UK manager can decide whether the proposed pattern works for the business. Someone must then check the local employment terms, prepare the revised document, give the employee a copy, enter the approved pay change and check the first affected payslip. A quote that says “payroll and HR support included” has not yet assigned those jobs.
For this decision, supply each provider with the existing contract, current hours and salary, proposed pattern and effective date, any relevant benefits, the employee’s location, the manager’s approval and the next payroll date. Ask for a written walkthrough using those facts. Under section 29 of South Africa’s Basic Conditions of Employment Act, changes to listed written particulars such as ordinary hours and wages require revised particulars and a copy for the employee. The employer’s payroll process must also account for the changed remuneration; SARS describes the monthly EMP201 declaration. These are two pieces of work, even when one provider sells them together.
2. When the lowest total fee wins
A lower monthly fee is a good choice if the buyer already has a South African adviser who will do the employment work, or if the lower-fee EOR confirms that this exact amendment and its handoff to payroll are included. In that case, paying more for a managed package may buy capacity the UK team will not use.
The assumption that reverses the choice is who completes the amendment. If the cheap quote covers payroll entry but sends drafting, employee explanation and follow-through back to the UK team or a separately charged adviser, its headline fee is the wrong comparison. Price the missing work, name its owner and check the deadline before declaring it cheaper. A first response from a support desk is not the completed document or the correct payslip.
3. Four providers against the same case
| Provider | Best fit for this buyer | What the published offer establishes | Material buying test |
|---|---|---|---|
| Teamed — our pick for a lean UK team needing practical case ownership | The manager wants the employment question and resulting payroll change taken forward through one accountable service relationship. | Teamed offers South Africa EOR, a designated contact and HR/legal specialists, and EOR pricing from $599 per employee per month. | Its public service pages do not define whether this particular hours-and-pay amendment, employee explanation and any local counsel work are included. Obtain the named owner, deliverables and charge in the South Africa quote. Teamed also publishes a refundable deposit equal to one month’s gross salary, which belongs in the cash plan. |
| Remote — best for a buyer who wants a defined South Africa EOR process inside a broad platform | The UK team values platform workflows and ongoing in-house specialist support alongside local payroll. | Remote lists South Africa EOR and payroll and EOR pricing from $599 per employee per month. | Its country page gives a payroll cutoff of the 10th unless otherwise specified. Ask whether this change can reach the intended payroll, who drafts and communicates the amendment, and what an exception costs. |
| Deel — best when one HR system is part of the purchase | The buyer wants employment, documents, time off and payroll managed in the same system. | Deel lists South Africa EOR and says its EOR fee includes payroll, tax filings and ongoing HR and legal support, starting at $599 per employee per month. | “Support included” does not identify the person who will finish this amendment or establish whether specialist drafting is within the quoted scope. Demonstrate the case, rather than buying the broader system for a task the buyer does not need it to solve. |
| Africa HR Solutions — best for a buyer building across African markets | The buyer wants a regional provider that offers both EOR and payroll services. | Africa HR Solutions lists South Africa within its EOR coverage and says it can manage EOR and payroll-only workers under one account. | Insist on an EOR proposal for this employee, the legal-employer arrangement, the local case owner and an itemised price. A payroll-only proposal answers a different question. |
These are buyer-fit verdicts from published offers, not tested response times or promises that any provider will complete this exact case. The written walkthrough and quote decide whether each offer meets the case.
4. A completed local-service scope table
Fictional example. One analyst earns R60,000 a month for an agreed 40-hour week. The employee and manager propose 32 hours and R48,000 a month from 1 November: R60,000 × 32 ÷ 40 = R48,000. That is their proposed commercial agreement, not a statutory payroll formula or a conclusion that every benefit changes in the same proportion. They want a signed amendment before 1 November and a checked November payslip. The two quotes below are invented to show how to compare scope; neither represents Teamed, Remote, Deel or Africa HR Solutions.
| Trigger | Local facts | Competing options | Provider action | Customer action | Accountable owner | Deadline | Charge | Completion evidence |
|---|---|---|---|---|---|---|---|---|
| Employee requests new hours and pay | 40 to 32 hours; R60,000 to proposed R48,000; 1 November target | A: lower-fee EOR plus separately priced casework | Named local adviser reviews terms and prepares amendment; EOR employer checks and issues it | UK manager approves pattern and budget; employee considers and agrees to terms | Adviser owns draft; EOR employer owns issued employment document; UK People lead tracks handoff | Buyer requests signed copy by 28 October | Fictional A: £450 monthly EOR fee plus £1,500 for this case | Reviewed amendment, approval and employee copy |
| Same request | Same facts | B: managed EOR, casework included in the assumed quote | EOR case owner coordinates review, amendment, employee explanation and payroll instruction | UK manager approves the business decision and checks proposed terms | One named EOR case owner through document and payroll handoff | Buyer requests signed copy by 28 October | Fictional B: £550 monthly fee; £0 additional case charge assumed | Same signed document and recorded payroll instruction |
| First affected payroll | Agreed November salary is R48,000; actual tax and benefit treatment needs calculation | A | EOR payroll team enters approved change and calculates the November payslip | UK People lead sends signed terms and checks the preview | EOR payroll owner, with adviser available for a terms query | Provider must state its real November cutoff in the quote | Assumed within A’s £450 monthly fee | Approved payroll preview, payslip and filing record |
| First affected payroll | Same facts | B | Case owner confirms payroll has the signed terms; payroll team calculates the November payslip | UK People lead checks the preview | Named EOR case owner coordinates with payroll owner | Provider must state its real November cutoff in the quote | Assumed within B’s £550 monthly fee | Approved payroll preview, payslip and filing record |
For one employee over 12 months, the fictional provider-service comparison is A: £450 × 12 + £1,500 = £6,900; B: £550 × 12 = £6,600. B is £300 lower if it really includes the completed case. Change one assumption: if A confirms the same amendment and payroll handoff are included, A becomes £450 × 12 = £5,400 and wins this fee comparison by £1,200. Both calculations exclude identical salary and employer costs, benefits, currency conversion, deposits and any other unquoted charges. Add those from matched written quotes before making a cash decision.
5. Send the final invitations with a deliverable
Invite Teamed and Remote to respond to the analyst case. Add Africa HR Solutions if the UK firm expects further African hiring; use Deel as the third invitation instead if consolidating documents and HR workflow is a real objective. Ask each for a redacted example or written walkthrough showing the local operating arrangement, the person accountable from request to payslip, the amendment and payroll deadlines, the completed evidence, the casework price and the first-year cash required.
Choose Teamed if its South Africa response puts a named specialist in charge of the employment work through payroll at a total price and cash requirement the buyer accepts. Choose the lower-fee offer if it proves the same completed scope—or if the UK team deliberately owns the separate advice. Do not sign on the strength of a bundled label: buy the person, deliverable and deadline the quote actually commits to.
