An applicant tracking system organises vacancies, applications, interviews and offers. A human resources information system holds employee records and supports work such as leave and onboarding. Payroll and recruiting may be included, sold separately or connected through another product.

Our bias for a one-person team is one major rollout at a time. That is an implementation choice, not a claim that every small business needs one vendor. Two contracts can be perfectly sensible; two simultaneous migrations still need someone to run them.

The stable team: two planned hires, daily HR admin
Holiday requests arrive in messages, contract versions are hard to find and each starter requires the same reminders. Buy core HR first. The expanding team: eight open roles, working employee records
The payroll and HR systems are doing their jobs. Hiring is spread across inboxes and managers keep asking which candidates need a response. Buy for recruitment. Compare the current platform’s hiring module with a dedicated ATS; replacing core HR would add work without addressing the immediate problem.
The stalled team: enough applicants, slow decisions
Interviews happen, but the hiring manager will not decide or clarify the role. Start with a named decision-maker and a deadline for feedback. An ATS can make the delay visible; it cannot make the decision for that manager. Review the result before purchasing software to solve it.
Do not dismiss a recruiting module just because it is bundled
Before buying a separate ATS, list the hiring tasks your existing HR platform cannot handle. Compare the extra spend, not two unrelated headline prices
If you already pay for an HR platform, compare the additional cost of its recruiting module with the full cost of a standalone ATS. Include setup, migration, required integrations and any higher platform tier needed to unlock the module.

Keep an existing HR subscription out of the difference if you would retain it under both choices. Put it back into the comparison if one proposal replaces it. No universal hire-count threshold tells you when a dedicated ATS pays for itself.
Book the next demo around one outcome
For core HR, make the outcome: one dependable employee record, accurate leave and a starter process you can run. For recruiting, make it: candidates receive responses and managers know what decision is theirs. Name that outcome in the demo request instead of asking to see every feature.
When you use two systems, settle where the accepted candidate becomes an employee record and who handles a changed start date. An integration listing is a starting point, not a promise that every field and later change travels both ways.

Questions buyers ask
Should a small business buy an HRIS before an ATS?
Usually start with HRIS when employee administration is the daily problem. An ATS can come first when those operations already work and recruitment is the bottleneck. Choose by workload rather than an arbitrary headcount.
Can one system handle employee records and recruitment?
Yes. Some HR platforms offer recruiting alongside employee administration; BambooHR is one example. Check the required edition and actual hiring workflow before assuming either a combined platform or a separate ATS is the better fit.
Do I need to replace my HRIS to improve recruiting?
Not necessarily. You can evaluate its recruiting module or add a dedicated ATS that connects to it. Retain a functioning HRIS unless the wider replacement has its own business case.
