Decide which training records you need
This shortlist assumes 300 employees, including three administrators, one HR system, imported courses plus some internally authored training, and recurring assignments. It is an employee-learning purchase. Course sales, university teaching and a full skills marketplace would change the shortlist. So would an incumbent LMS that already passes the evidence test.
Choose the required record before the interface: who completed which version, on what date, with what result, and which requirement that completion satisfies. A certificate PDF, a course-completion flag and proof of current eligibility are different things. Specify which course version each employee must complete and when.
1. LearnUpon: recurring training with setup help
LearnUpon’s employee offer starts at 100 users and includes an implementation consultant. Start here if you need help setting up recurring training for 300 employees. No comparable public 300-person price was established.
The recertification guide separates course due dates, access-validity periods and certificate expiry. A new course version can carry the renewal workflow forward; explicitly archiving the course ends it. Manually enrolling someone ahead of their automatic renewal can create a second renewal chain.
Our verdict: first for the recurring-training brief, provided the demonstration joins old completion, new enrollment and current requirement correctly. Give one person ownership of renewals. Check for an existing automatic renewal before adding a manual assignment.
2. TalentLMS: count accounts before logins
TalentLMS publishes Core, Grow and Pro bands, but its low starting band is not a 300-person quote. Standard plans count users marked Active; optional Flex on Pro or Enterprise uses distinct logins during the monthly billing cycle. A quiet month does not turn 300 enabled accounts into 60 standard-plan seats.
Its recertification workflow permits a retake while the existing certificate remains valid. Test migration separately: the historical import maps usernames and course titles, and importing not_attempted can reset a learner’s existing progress. Check that the imported records retain the expected progress.
Our verdict: move it first when the programme can stay standard and the correct band has an acceptable complete price. Keep the old evidence export, use identifiable test records and check the post-import state. Do not deactivate people merely to make the quote look cheaper if they still need access to required learning.
3. Moodle Workplace: tailor the refresher
Moodle Workplace is a licensed product bought through its Premium Certified Partner and Service Provider network. It is not the free Moodle LMS download or a MoodleCloud starter subscription. Price the partner’s hosting, configuration, integration, support and upgrade responsibilities together.
The Workplace 5.2 documentation permits a different programme for recertification. That suits experienced staff who need a refresher rather than the full induction again.
The same documentation says revised requirements do not automatically change already-certified users; replacing the selected programme leaves existing allocations on the previous one. Recertification can also reset completion in shared courses, including direct enrollments outside the programme.
Our verdict: shortlist the proposed implementation partner as seriously as the product. Ask the partner to show which learners a changed requirement affects and what happens to any shared courses. Agree who maintains those rules after setup.
4. iSpring: create courses and record external training
iSpring LMS lists Suite AI authoring, offline mobile learning and scheduled reports in its core scope. That is a reason to compare it when HR must build material as well as distribute it. Establish how many author seats and which library rights the proposal includes.
The certificate reports distinguish internal and external training and expose validity, issuer and certificate-number fields. Bring one fictional external certificate into the demo and renew it, keeping the earlier evidence retrievable.
Separately, trial notification emails are disabled by default and require support activation. Ask support to enable notification emails before testing reminders.
Our verdict: compare it when your team creates courses and records training completed outside the LMS. Judge an exported learning record as well as the course builder. Agree who checks content accuracy, review dates and expiry rules.
5. 360Learning: courses written by your own specialists
360Learning foregrounds co-authoring; Team is limited to 100 users, while Business and Enterprise use custom commercial models. For this 300-person scenario, multiplying the Team headline by 300 would price an ineligible plan. Compare Business if internal subject specialists will write and update your courses.
The current automatic re-enrollment guide requires Audience Builder and recommends Mandatory Replay. It excludes paths containing classroom blocks. The option based on the last path completion remains described as open beta requiring customer-success activation. Completing another session of the same path does not reset this session’s renewal schedule.
Our verdict: consider it for courses written and maintained by your own specialists. Move it down when the must-have is one automatically recurring path containing classroom instruction, unless the seller demonstrates an acceptable supported alternative.
6. Absorb: separate current and historic attempts
Absorb documents a fresh enrollment that resets lesson progress while retaining previous enrollments for reporting. Its automatic trigger uses an active completed enrollment, not a completed historic one. It can still re-enroll a user whose account is inactive. Account status and enrollment status therefore need separate attention.
Our verdict: invite it when repeat attempts and administrative reporting are central. Ask for two reports: current required work and the preserved training history. Do not delete old evidence just to remove a confusing row from a dashboard. Fix the report’s scope first.
The retrieved guide labels some scheduled/curriculum enhancements as coming soon; we have not treated those as demonstrated availability. The current pricing destination is a quote form. We have no verified public price for this configuration.
7. Docebo: learning across business units or external audiences
Docebo positions its usual fit at 250-plus learners, with Elevate and Enterprise tiers and multiple user-count models. It belongs in this comparison when 300 employees are the beginning of a larger operation spanning business units or external audiences.
Its enrollment archive freezes selected data at archive time, but does not archive the course or its training materials. Archived enrollments cannot be restored to active form. Some saved fields, including training-material details, are not returned by the API. An archive screenshot is therefore not proof that your intended export contains everything.
Our verdict: consider it if you need learning across several business units or external audiences. Before accepting an exit plan, compare the actual exported fields with the evidence you require. Keep a versioned copy of approved source content where your process needs it; do not assume that an enrollment archive includes the course materials.
Price the annual peak, not the quiet month
Use a fictional population of 300 employees, including administrators: 60 distinct people log in in each of 11 quiet months; all 300 log in for the annual campaign. Keep all 300 accounts enabled. The sum is 960 user-months, the peak is 300, and annual unique people are 300.

These figures exclude tax and do not establish a complete implementation budget. Add content rights, author seats, migration, integration, support, administration and exit work.
If a fictional $4,000 subscription saving requires ten extra hours a month at an assumed $50 an hour, that is $6,000 a year of staff capacity. That staff time affects the comparison. It is not automatically $6,000 of cash saved, and this is not a measured vendor result.
Test course history against a new training requirement
Use this invented policy and dummy data in a demo. All five active employees passed version 1 on 30 June. Their original certificates remain within their stated validity period. On 1 October, the fictional employer requires version 2 by 15 October. Report the position on 20 October.
This is a fictional test for buyers to run. We have not run it against the products, and it does not describe a legal training requirement.

Expected result: 5/5 have historical version 1 completion; 2/5 meet the new version 2 requirement. Both statements can be true. A report titled only “completion rate” can conceal the difference.
Ask the vendor to produce both the 40% current-requirement result and the 100% historical result, name the denominator, and export the records that explain each figure. The missing assignment must not quietly remove TEST-L03 from the required population.
Next, add a scheduled renewal for TEST-L01 and repeat the reports before and after it opens. The new attempt must not erase the earlier evidence or turn an unfinished attempt into a pass. Ask what has changed in the learner view, manager view and export. If the product cannot produce the desired combined view, document the supported reporting work and its owner before deciding whether the workaround is acceptable.
Keep the original pass recorded as a pass. The employee passed the old course. The problem is a new requirement that has not yet been met.
Agree who owns the training records
Take two finalists into the evidence exercise. Use LearnUpon against TalentLMS for the standard brief; substitute Moodle Workplace when the refresher design justifies a partner, or iSpring if you also need to create courses and record external training.
Name the person who owns course versions, the person who approves new requirements and the person who resolves report exceptions. They may be the same person. Agree what counts as completed training, demonstrate the required reports, and include the export requirements in the proposal.
Questions buyers ask
Which LMS should a 300-person employer shortlist?
Start with LearnUpon and TalentLMS for onboarding and recurring employee training. Add Moodle Workplace when a separately designed refresher programme and partner support justify the extra implementation scope. Change the shortlist for substantial authoring, classroom renewal or multi-audience requirements.
Does an active user mean someone who logged in?
Not always. Some plans count accounts marked active; others count distinct activity within a month or year. Specify the trigger, period, administrators, peak allowance and overage treatment in the quote.
Can an old certificate prove a new training requirement was met?
Only if the organisation’s defined requirement accepts that evidence. In our fictional version 2 example, a valid version 1 certificate remains historical evidence but does not satisfy the new version 2 requirement.
Should we delete old enrollments to clean up the report?
First separate current required work from historical evidence. Deleting history to improve a headline percentage can remove information you still need. Agree the reporting scope and retention process before changing records.
