Payroll & PEO / Product assessment
Payroll software fit, costs and alternatives
- Best fit
- Payroll across four or more states at 20 workers
- Cost scope · USD
- Essentials: $49/month + $6/worker/month
Researched software assessment, adapted from our existing 20-employee, two-state payroll shortlist. No hands-on test or EOR Atlas rating is claimed.
When we would shortlist OnPay
OnPay Essentials costs $169/month for 20 workers, with no extra charge for additional filing states. Patriot is $20/month cheaper in our two-state example; OnPay becomes $4/month cheaper at four states. That makes expansion into more states a concrete reason to choose OnPay.
For payroll questions and corrections, OnPay’s support instructions direct customers to logged-in chat or tickets, Monday–Friday, 9am–8pm ET. Phone help is documented for account-access problems.
The pricing page still advertises phone, email and chat for all clients; it does not establish that payroll corrections can be handled by a direct phone call.
Payroll Essentials excludes the separately priced Time Tracking and HR additions. We have not measured response times or resolution quality.
What belongs in the quote
Essentials: $49/month + $6/worker/month
Rates describe the named configuration in USD, before promotions, optional modules and applicable taxes. Wages, employer payroll taxes, insurance and benefit funding are separate. Where a complete price is unavailable, request a written quote rather than treating the missing amount as zero.
OnPay lists year-end filings and forms within Payroll Essentials. Confirm delivery, correction and amendment scope separately; an included filing does not establish every related service is free.
What to settle in the demo
Demonstrate a payroll correction raised through logged-in support, including who handles it and how the case is tracked.
Agree the response and escalation commitments in the proposal; no measured response time is established by the public help instructions.
Questions buyers ask
Is this an EOR service?
This assessment covers payroll for your own US employment operation. It does not apply the supplier’s EOR rating or establish international employment coverage.
Did we test the service?
No. This is an editorial assessment of attributed supplier documentation and the existing buying research. Reliability, usability and service quality were not measured in a live customer test.
Which alternatives belong on your shortlist?

Trade-off: at four filing states, OnPay has the lower subscription

Multi-state payroll with time tracking and scheduling
Trade-off: you already have time tracking and scheduling that work
QuickBooks Workforce
Payroll connected to the QuickBooks accounts your bookkeeper already uses
Trade-off: your local-tax support or time tracking requires a higher edition
