No. A recruitment agency licence does not itself authorise a non-citizen’s employment. Mauritius regulates private recruitment agencies through its licensing framework. Recruitment licensing and the right to employ a particular worker are separate checks, especially for a non-citizen. Establish which entity recruits, employs and applies for any required work permission.
Do not treat an agency licence as a substitute for the employee’s own work permission.
